NOV/XA/99 AT XA08; ACR FLT FROM JACKSON; MS; TO ATLANTA; GA; WAS INVOLVED IN A RWY XING/HOLD SHORT CLRNC ERROR THAT RESULTED IN ACTION TO AVOID RWY INCURSION ACROSS ACTIVE RWY. ACFT X LANDED ON RWY 27L AT ATL AND CLRED AT TXWY N2. ATL TWR INSTRUCTED ACFT X TO CROSS RWY 27R AT INTXN T. FO READ BACK CLRNC TO CROSS RWY 27R AT INTXN T WITH NO RESPONSE FROM TWR. AS ACFT X APCHED RWY 27R; THE CREW NOTICE AN L1011 BEGINNING ITS TKOF ROLL; AT WHICH TIME THE CLRNC TO CROSS WAS CLARIFIED WHILE SIMULTANEOUSLY APPLYING BRAKES TO HOLD SHORT OF WHAT WAS AN ACTIVE RWY. TWR THEN INSTRUCTED ACFT X TO HOLD SHORT! ACFT X WAS ABLE TO HOLD SHORT AND THE L1011 CONTINUED TKOF WITHOUT INCIDENT. ALTHOUGH ACFT X WAS ABLE TO HOLD SHORT OF RWY 27R; THE ACFT CAME TO STOP APPROX 20 FT BEYOND HOLD SHORT LINE. CONGESTED ARPT WITH 2 SEPARATE FREQS EACH FOR N AND S COMPLEX AT ATL LEADS TO POTENTIAL PROBS. CTLR'S INSTRUCTIONS WERE HARD TO UNDERSTAND ('CROSS;' 'HOLD SHORT;' 'JOIN;' NOT CLR) AND NONSTANDARD LEADING CREW TO QUERY CTLR. SUPPLEMENTAL INFO FROM ACN 454690: ISSUE #2: XING AN ACTIVE RWY NOT MONITORING TKOF FREQ. IF WE WOULD SWITCH RADIO TO INBOARD FREQ FOR XING; SITUATIONAL AWARENESS WOULD BE ENHANCED.
