A B747-200 WAS WILLFULLY AND KNOWINGLY DISPATCHED IN NON COMPLIANCE WITH ONLY 1 MAIN FUEL TANK QUANTITY INDICATION OP.
Narrative
ON NOV/XA/99; CAPT VXXV; FO YMPX AND I WERE ASSIGNED TO OPERATE ACR FLT A (ZZZ-JFK). DURING MY PREFLT OF THIS ACFT; WHICH IS UNIQUE IN OUR FLEET (HAS SMITH DIGITAL FUEL QUANTITY AND CF6 ENGS) HAS SEVERAL DISCREPANCIES. THE #3 MAIN WAS DEFERRED; #1 RESERVE AND THE TOTALIZER. THE FLT REQUIRED FULL WINGS (EXCEPT #2 AND #3 RESERVES) AND FULL CTR TANK. AFTER FUELING; IT WAS EVIDENT THAT #4 RESERVE; #1 MAIN AND #4 MAIN AND THE CTR TANK WERE UNRELIABLE. AFTER DOUBLECHKING THE CONFIGN 'I' FUELING CHARTS; WE ENTERED THE DISCREPANCIES IN THE ACFT LOG AND WE WERE RELEASED FROM DUTY. ON NOV/XC/99; WE WERE ASSIGNED TO OPERATE ACR FLT B (ZZZ-CDG) ON SAME ACFT. MAINT CTL HAD DEFERRED THE CTR TANK AND #4 RESERVE. THE LCL A&P ZZZ MECH SIGNED OFF THE #1 AND #4 MAIN TANKS BY SAYING HE HAD SUMPED THE TANK AND FUELED BY STICK TO 16.0 INCHES AND FOUND QUANTITY GAUGES TO BE WITHIN LIMITS. WHEN I CHKED THE CONFIGN 'I' FUELING CHARTS; I FOUND THAT HE HAD OVERFUELED #1 AND #4 MAIN. WHEN I SPOKE WITH ANOTHER ACR MECH BYXX; HE INFORMED ME THAT THEY HAD A FUEL SPILL. HOWEVER; I DID NOT FIND ANY ENTRY IN THE LOGBOOK TO THAT EFFECT. I FOUND THAT THE FUEL QUANTITY SYS WAS IN THE SAME CONDITION AS BEFORE AND NOTHING HAD BEEN DONE. WHEN THE CAPT NOTIFIED THE COMPANY OF THE DISCREPANCIES; WE WERE RELEASED TO GO BACK TO HOTEL AND DIRECTED NOT TO ENTER ANY DISCREPANCY IN THE ACFT LOG. I CALLED THE VICE PRESIDENT OF OPS MR ABC EXEX AND EXPRESSED MY CONCERN OF NEGLIGENCE AND LEGALITY. HOWEVER; HE STRONGLY INTIMIDATED ME TO LEAVE THE ACFT. INSTEAD; COMPANY HAD MR ABC EXEX GOOD FRIEND CAPT VVW AND FE XV RRXX FLY THE REVENUE TRIP WITH 1 OP MAIN TANK GAUGE.
