Narrative

AREA FORECAST WAS FOR LIGHT TO MODERATE MIXED ICING IN CLOUDS FROM 3000 FT TO 8000 FT. I HAD BEEN OUT EARLIER AND TOPS WERE AT 5000 FT TO 6000 FT AND NO ICE ACCUMULATION. I HAD JUST COME TO 9G1 FROM IAG AND HEARD NO RPTS OF ICING ON THE CTR OR APCH FREQS (CTLRS WERE ASKING). I FILED A FLT PLAN TO AOO FROM 9G1. THE FSS ASKED ME IF I WANTED A FULL RTE BRIEFING AND I DECLINED. HE SAID 'WE HAVE THE NORMAL ICING PIREP AND I REPLIED THAT I HAD JUST COME IN. I DECLINED ANY FURTHER BRIEFING. I WAS FLYING AT 5000 FT ON A 25 MIN FLT CLR OF CLOUDS. BASES APPEARED TO BE AT 7000-8000 FT; TEMP WAS -1 DEG C; BASES LOWERED TO 5000 FT THEN LOWER. A COMMUTER WAS ON THE ILS TO RWY 20 AT AOO. I CALLED THE COMMUTER AND WAS TOLD BASES WERE 3000 FT. I WAS 4 MI S OF REC VOR/DME WHEN I FELT THE ACFT SLOWING AND DSNDING. WITHIN 1 MIN I HAD ACCUMULATED APPROX 1-2 INCHES OF ICE. I WAS AT FULL PWR AND DSNDED TO BELOW 3000 FT MSL. MVA IS 4600 FT MSL. EMER WAS DECLARED. BROKE OUT OF CLOUDS AT 500 FT AGL. TEMP WAS 0-1 DEG C. I STARTED TO SHED ICE. COMPLETED ILS TO RWY 20; LANDED WITH 90% PWR; 0 DEG FLAPS; XING THRESHOLD AT 110 KTS TO MAINTAIN FLYING CTL OF THE ACFT (NORMAL TOUCHDOWN SPD 70 KTS). LESSONS LEARNED: 1) GET FULL FLT BRIEFINGS. THERE WAS A PIREP FOR SEVERE CLR ICING RPTED IN PGH AROUND THE TIME I WAS FLYING. 2) GET ON TOP AND STAY ON TOP WHEN POSSIBLE ICING EXISTS. 3) DON'T GO UNLESS ABOVE FREEZING AT MEA/MVA.
