A CPR JET FO TELLS OF THE LACK OF RESPONSE FROM HIS CAPT DURING ATTEMPTS AT CRM SO AS TO FOLLOW THE MANDATES OF AN ALT XING RESTR NEAR ORL; FL.

Narrative

WE WERE DSNDING FROM FL240 TO 9000 FT AND APPROX 20-30 MI FROM OUR NEXT FIX. WE WERE TOLD TO CROSS THE FIX AT 6000 FT. THIS RESTR WOULD HAVE BEEN NO PROB HAD THE CAPT PLANNED THE DSCNT. I SUGGESTED SEVERAL OPTIONS. TOLD HIM TIME; DISTANCE; DSCNT RATE. ASKED IF HE WANTED SPD BRAKES. SUGGESTED WE BETTER 'GET DOWN.' NO; OR VERY LITTLE; ATTN WAS GIVEN TO THESE SUGGESTIONS. AT APPROX 12 MI AND 2 MINS TO THE FIX; WE WERE ASKED TO CROSS AT 4000 FT. THIS STILL WOULD HAVE BEEN NO PROB WITH THE USE OF SPD BRAKES AND NOW WE WERE DSNDING THROUGH 10000 FT AND NEEDED TO SLOW TO 250 KTS. AGAIN; THIS SHOULD HAVE BEEN NO PROB HAD THE DSCNT BEEN INITIATED AND PLANNED APPROPRIATELY. WE WERE STILL GOING 290 KTS THROUGH 8000 FT AND 1 MIN FROM THE FIX. PRIOR TO THIS AND DURING THIS; I REPEATED MY SUGGESTIONS AND ADVISORIES WITH LITTLE OR NO RESPONSE TAKEN. WE CROSSED THE FIX AT 5200 FT. OUR ACFT IS EQUIPPED WITH TCASII AND I WAS CLOSELY MONITORING IT FOR TFC. NO COMMENT WAS MADE BY ATC. CAUSE: MANY TIMES THE PLT IN THE R SEAT IS GIVEN LESS THAN ADEQUATE CREDIT FOR ABILITY AND KNOWLEDGE EVEN THOUGH HE MAY BE AS QUALIFIED OR MORE SO THAN THE PLT IN THE L SEAT.
