NEAR THE CONCLUSION OF AN IFR FLT FROM VENICE; FL; TO FT PIERCE; FL; I ASKED ZMA FOR THE ILS APCH TO RWY 9 AT FT PIERCE. ZMA ISSUED 'TURN R; HDG 090 DEGS; DSND TO AND MAINTAIN 2000 FT TILL ESTABLISHED; CLRED THE APCH.' I ADVISED WHEN ESTABLISHED ON THE LOC. ZMA ADVISED ME TO CONTACT TWR AND RADAR SVC TERMINATED. I RPTED TO FT PIERCE TWR; 'ON THE ILS INBOUND FOR RWY 9.' FT PIERCE TWR CLRED ME TO LAND AND TO RPT THE OM. AT THIS TIME; I SAW A TWIN (POSSIBLY A KING AIR) WHO HAD OVERTAKEN ME AND WAS ABOVE ME APPROX 100 FT; AND SLIGHTLY R WITH HIS LNDG GEAR DOWN. I RPTED TO THE TWR THAT THERE WERE 2 OF US ON FINAL FOR RWY 9. THE TWR RESPONDED BY CALLING THE TWIN TO ASK IF HE SAW ME. THE TWIN RPTED 'NEGATIVE.' THEN; WITHOUT WARNING; THE TWIN MOVED LATERALLY TO MY R; XING ABOVE AND IN FRONT OF ME. THE TWIN THEN RPTED THAT HE SAW ME; AND THAT HE 'WOULD GO AROUND.' I CONTINUED MY APCH AND LANDED. AT NO TIME DID ZMA ADVISE ME OF OTHER TFC NEARBY. HOW COULD 2 ACFT BE ON FINAL AT THE SAME TIME FOR THE SAME RWY AND THE TWR NOT BE AWARE OF IT?
