Narrative

I WAS ON FINAL APCH TO RWY 10 AT MIV. MIV RADIO ADVISED NO RPTED TFC AND WIND. WE HEARD MIV RADIO ASK CESSNA WHERE THEY WERE AND THAT THEY HAD NO REQUEST FROM THEM. THE C150 DID A BASE TO FINAL IN FRONT OF US AFTER MIV RADIO INFORMED HIM THAT WE WERE ON FINAL. HE STATED HE WAS LOWER AND CLOSER AND WAS LNDG. WE WENT AROUND AND LANDED ON RWY 14 SAFELY. AFTER DEPLANING; THE C150 PLT CAME OVER AND LEFT HIS AIRPLANE RUNNING ON TXWY. I BELIEVE A STUDENT WAS IN HIS PLANE. HE SAID TO A GND OBSERVER WHO HE BELIEVED WAS FLYING; WHEN HE WAS NOT IN THE EXIT; THAT HE WAS A TROUBLE MAKER AND WANTED TO PUNCH HIM OUT AND KILL HIM. WE REQUESTED THE PLT TO LEAVE AND CALLED LCL POLICE. THE PLT LEFT AND WE GAVE POLICE THE INFO OF THE GND INCIDENT. THIS PLT HAS LOST HIS LICENSE BEFORE ON OTHER ISSUES WITH THE FAA. MY CONCERN IS SAFETY. I BELIEVE WE EXECUTED AN EARLY GAR AND SAFELY AVOIDED HIS ACFT. WE SELECTED THE CROSS RWY TO AVOID ANY POSSIBLE PROB. THE HUMAN PERFORMANCE AND ACTIONS BY THIS PLT CAN ONLY CAUSE FURTHER PROBS. I DO NOT KNOW HIM; BUT APPROX 4 YRS AGO HE DID THE SAME THING TO ME WHILE LNDG A CITATION II AND WE RPTED IT TO FAA. THEY HAD A HEARING AND HIS LICENSE WAS REVOKED. MY INTEREST IS SAFETY. AT UNCTLED ARPTS WE ALWAYS CIRCLE BEFORE LNDG. SINCE MIV RADIO DID NOT KNOW HE WAS OUT THERE; WE RELIED ON THAT AND VISUALLY DECIDED TO MAKE A STRAIGHT-IN ENTRY. SUPPLEMENTAL INFO FROM ACN 458132: CESSNA JET ARRIVING AT MIV WAS 1 MI OFF END OF RWY 10. C150 WAS 200 FT FROM THRESHOLD AND 200 FT AGL. JET WANTED OUR N-NUMBER; WENT AROUND; THEN LANDED RWY 14 XING OUR PATH ON OUR NEXT APCH TO RWY 10. CITATION WAS OPERATING THEIR ACFT IN A DANGEROUS MANNER. FROM STUDENT PLT: I FULLY AGREE WITH THE ABOVE. WHEN CITATION APCHED RWY 14 UNDER US; I FELT THAT HE PLACED BOTH OF US IN JEOPARDY. WITNESSED BOTH EVENTS; ALSO ON GND DISCUSSION.
