NMAC BTWN A DASSAULT 50 ON AN ENRTE CHANGE OF ALT CLB AND A MIL KC135 CLBING THROUGH THEIR FLT PATH TO AN ALT OF WHICH THE D50 WAS JUST VACATING.

Narrative

WE WERE LEVEL AT 11000 FT ON THE AIRWAY ENRTE TO PSP. WE CHKED THE MEA'S TO ENSURE WE COULD CROSS THE MOUNTAINS AHEAD. THE PF FELT A HIGHER ALT WAS NEEDED; SO I REQUESTED 13000 FT FROM CTR. WE WERE CLRED TO 13000 FT AND IN THE CLB SAW A KC135 TRAVELING FROM OUR L TO R (SBOUND). WE GOT A TA ON THAT TFC. THAT SHORTLY TURNED INTO AN RA. THE INSTRUCTIONS WERE TO CLB; BUT THE PF MADE NO CORRECTING ACTIONS. I MADE A VERBAL COMMAND TO CLB; MORE THAN ONCE; AND HE JUST LOOKED AT ME. THE TA/RA WENT AWAY VERY FAST AND WAS OVER IN LESS THAN 10-15 SECONDS. WHILE THIS WAS GOING ON; CTR WAS (OR JUST AFTER) GIVING US A FREQ CHANGE. I CHKED IN AND INQUIRED ABOUT THE KC135. HE WAS IN A CLB ALSO; AND WAS CLBING TO 11000 FT -- OUR VACATING ALT. I INQUIRED ABOUT THE TFC BUT DID NOT SAY TOO MUCH BECAUSE WE DID NOT RESPOND TO THE RA. BECAUSE THERE WAS NOT ANY ADDITIONAL TFC IN THE AREA; ABOVE OR BELOW; I FEEL THERE WAS LITTLE HARM DONE. HOWEVER; I DID EXPLAIN TO THE PF HOW IMPORTANT IT IS TO RESPOND TO AND RPT ANY RA'S.
