CL60 CREW HAD ANTISKID FAILURE.

Narrative

ANTISKID FAILED ON GEAR DOWN. ACCOMPLISHED CHECKLIST. LANDED ANTISKID OFF PER CHECKLIST. ON LNDG; L REVERSER WAS LATE TO COME OUT. I HAD TO STORE AND REDEPLOY; AT WHICH TIME BOTH REVERSERS DEPLOYED CORRECTLY. ON LNDG ROLL; BLEW FOUR MAIN TIRES RESULTING IN DAMAGE TO WHEELS AND BRAKES. AIRPLANE WAS STOPPED ON RWY ON CTRLINE; RESULTING IN RWY BEING CLOSED FOR ALMOST 4 HOURS WHILE ACFT WAS REMOVED FROM RWY. CONDITIONS ON LNDG WERE TURB; WIND SHEAR AND GUSTY WINDS. RPTED WINDS 'ESTIMATED 340 DEGS AT 18 GUSTING TO 28.' WIND SHEAR ALERTS IN PROGRESS. REPORTED LOSS OF 10 KTS AND GAINS OF 10 KTS ON FINAL RPTED BY SEVERAL ACFT. APCH WAS NORMAL AND STABILIZED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CREW WAS FLYING A CHALLENGER 601-38 ACFT. PLT REPORTS THAT EVEN THOUGH THE ANTI SKID SWITCH WAS PLACED IN THE OFF POS THE WHEELS NEVER UNLOCKED. SKID MARKS WERE EVIDENT FROM WHEEL TOUCHDOWN UNTIL THE TIRES BLEW. THE FACTORY MAINT PERSONNEL DID A COMPLETE CHANGE OF ALL ACFT COMPONENTS; REPLACED THE BRAKES; WHEELS AND TIRES. NO FURTHER PROBS HAVE BEEN ENCOUNTERED. THE PLT STATES THAT NOTHING POSITIVE WAS FOUND WITH THE ACFT OF THE REMOVED COMPONENTS. HE WAS COMPLIMENTARY OR THE SUPPORT PROVIDED BY THE FACTORY.
