Narrative
TAIPEI GND CTL INSTRUCTED US TO TAXI TO TXWY N10 AND HOLD SHORT OF RWY 5L. MY FO RPTED THE CLRNC BACK TO GND CTL. I REPEATED THE CLRNC TO THE CREW. I TAXIED TO TXWY N10 AND HELD SHORT OF RWY 5L AT TXWY N10. I SAW AN ACFT TURNING OFF RWY 5L AT TXWY N7; THEN TAIPEI GND CTL INSTRUCTED US TO MAKE A L TURN ONTO RWY 5L AND TURN L AT TXWY N8 AND TAXI VIA RWY 5R. MY FO REPEATED THE CLRNC BACK TO GND CTL AND I REPEATED THE CLRNC TO THE CREW AND WE ALL AGREED ON THE CLRNC. I LOOKED DOWN THE RWY AND I DIDN'T SEE ANY ACFT ON FINAL APCH OR IN POS FOR TKOF ON RWY 5L. AS I TAXIED ONTO RWY 5L AND STARTED MY L TURN ON THE RWY I SAW ACFT LIGHTS ON THE DEP END OF THE RWY. I COULD NOT TELL IF THE ACFT WAS HOLDING IN POS OR IF IT WAS ON A TKOF ROLL. I STOPPED MY ACFT 1/2 WAY THROUGH THE TURN WITH 1/2 MY ACFT ON THE RWY. I TOLD MY FO TO CALL GND CTL AND TELL THEM WE'RE ON THE RWY AND THERE'S AN ACFT IN POS AT THE OTHER END. AT THIS TIME IT WAS APPARENT THAT THE ACFT WAS ROLLING DOWN THE RWY AT US. MY FO MADE SEVERAL CALLS TO GND CTL BUT GND CTL WOULD NOT ANSWER US. WE COULD NOT TURN OFF THE RWY. THE ACFT ROTATED AT APPROX TXWY N7 SEVERAL THOUSAND FT IN FRONT OF US AND PASSED ABOUT 300 FT OVER OUR HEADS. GND CTL TOLD US TO CONTINUE TAXIING. THERE WAS A LOT OF CHINESE YELLING IN THE BACKGND FROM THE TWR; BUT WHEN WE CALLED GND CTL TO TELL THEM WE WERE ON THE RWY WHEN THE ACFT TOOK OFF; WE GOT NO RESPONSE FROM GND CTL OR THE TWR. THIS INCIDENT WAS NOT CAUSED BY ANY LANGUAGE DIFFICULTIES; BUT BY A CTLR'S BAD INSTRUCTIONS AND BAD ATC COORD BTWN THE GND CTLR AND THE TWR CTLR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR INDICATED THAT THE ACFT TAKING OFF WAS A WDB ACFT. IT WENT DIRECTLY OVERHEAD BY 300 FT OR LESS. RPTR WAS NOT XFERRED TO THE LCL CTLR FOR TAXI ON THE RWY INVOLVED AND WAS NOT ABLE TO MAKE IT CLR TO THE GND CTLR WHAT THE PROB WAS UNTIL AFTER THE FACT. CONSTRUCTION WAS THE REASON THE RWY WAS USED FOR TAXI. IT HAS SINCE BEEN COMPLETED; HOWEVER; ON RETURN TRIPS THE RWY TAXI RTE HAS STILL BEEN ASSIGNED.
