A LCL CTLR AT DFW ISSUED A LNDG CLRNC TO ACR X THAT INCLUDED A LAHSO CLRNC.

Narrative

IN SHARP CONTRAST TO THE EXCELLENT SVC RECEIVED YESTERDAY; DURING A VERY HVY WX SESSION AT DFW COMING IN TODAY ON THE BOWIE ARR FROM THE NW; WITH CLR SKIES AND GUSTY NNW WINDS; THE DFW E TWR CTLR MADE SEVERAL IMPORTANT ERRORS AS REGARDS OUR HANDLING. WE WERE TURNED ON A L BASE FOR RWY 35C; HIGH; AND CLOSE IN. TURB AND GUSTY WINDS WERE PRESENT FROM APPROX 4500 FT MSL TO THE SURFACE. I (PF) BEGAN SLOWING EARLY SO THAT WE COULD GET DOWN IN TIME AND STABILIZE THE APCH ON A NORMAL DSCNT PATH. APCH ASKED US TO MAINTAIN 190 KTS AS WE TURNED A VISUAL FINAL OUTSIDE THE OM AND HIGH. THE TWR THEN CLRED US TO LAND AND HOLD SHORT OF TXWY EJ; WHICH THE FO (PNF) ACKNOWLEDGED BUT DECLINED THE HOLD SHORT; TO WHICH WE RECEIVED 'NO REPLY' STILL DSNDING RAPIDLY TO GET TO THE GS AND SLOWING TO APCH SPD. 1/2 WAY IN FROM THE OM; WE ASKED FOR CONFIRMATION OF LNDG CLRNC AND NEGATIVE HOLD SHORT; AND AFTER A DELAY; SHE SAID SOMETHING TO THE EFFECT THAT SHE HAD PREVIOUSLY CLRED US TO LAND; AND SAID IT AGAIN -- AGAIN WITH THE HOLD SHORT -- TO WHICH WE AGAIN (FOR THE THIRD TIME) RESTATED 'UNABLE HOLD SHORT.' SHE THEN DENIED HEARING THE NEGATIVE HOLD SHORT REPLY; AND LAUNCHED INTO A QUIBBLING MATCH ABOUT THIS; AS WE FLEW TOWARDS THE RWY AT ABOUT 140 KTS. FINALLY; WE GOT HER TO REPEAT IT; AND WE LANDED IN THE GUSTY WINDS. WHILE STILL ON THE RWY AND DECELERATING THROUGH ABOUT 90 KTS; THE CTLR LAUNCHED INTO A STRING OF TAXI INSTRUCTIONS; PRECEDED BY 'COMPANY S80 TFC 1/4 MI FINAL; EXPEDITE TO THE NEXT HIGH SPD' ETC -- WE DID NOT; NOR IS IT SAFE TO DO SO; ACKNOWLEDGE THIS XMISSION AT OUR HIGH SPD ATTEMPTING TO COMPLETE OUR LNDG AT HIGH SPD ON THE RWY; AND WE THEN EXITED ON THAT HIGH SPD TXWY. TAXI INSTRUCTIONS SHOULD NEVER BE GIVEN WHEN A TRANSPORT JET ACFT IS AT HIGH SPD ON THE RWY.
