ACFT #2 PROCEEDED IN THE WRONG AND STRUCK THE TAIL OF ACFT #1 WITH THE L WING LEADING EDGE OF ACFT #2. ACFT #2 EXERCISED POOR JUDGEMENT; DIDN'T FOLLOW TAXI INSTRUCTIONS GIVEN BY GND CTL. ACFT #2 DIDN'T EXERCISE ANY ACTION TO STOP ACFT. ACFT #2 DIDN'T EXERCISE GOOD SITUATIONAL AWARENESS ON THE GND DURING TAXI. PLT OF ACFT #2 CONTINUED TO TAXI WITHOUT FURTHER CLRNC AND HE DIDN'T STOP OR SHUT DOWN ACFT AT ANY TIME. SUPPLEMENTAL INFO FROM ACN 468602: I ESTABLISHED CONTACT WITH LGB GND CTLR AND REQUESTED TAXI CLRNC TO ACTIVE RWY 16R. THE CTLR ACKNOWLEDGED BY PROVIDING ME WITH A TAXI CLRNC TO THE RWY AT INTXN D WHICH IS THE INTXN YOU TAXI TO AND HOLD SHORT ON. NO TAXI RTE WAS GIVEN. I UNDERSTOOD THE CLRNC TO READ TAXI TO RWY 16R VIA INTXN D. IN THE PAST LGB HAS GIVEN FULL TAXI CLRNCS INCLUDING ALL TXWYS TO GET TO THE ACTIVE RWY. THEREFORE; I TAXIED TO TXWY D XING 2 ACTIVE RWYS AND THEN FOLLOWED TXWY D TO RWY 16R. WHAT THEY WANTED ME TO DO IS TAXI TO RWY 16R VIA TXWY B THEN TO INTXN D. BUT SINCE TXWY B WAS NOT SPECIFIED IN THE CLRNC; I ASSUMED THAT INTXN D WAS THE ONLY TXWY THEY WANTED ME TO USE.
