ZJX CTLR CONCERNED WITH LOA IMPLEMENTATION CHANGING ZJX AND JAX TRACON AIRSPACE AND ASSOCIATED AUTOMATION PROBS.

Narrative

JAX APCH RESECTORIZED CAUSING ZJX DATA XFER PROBS. IN THE VICINITY OF GNV; FL; ZJX AUTOMATED MAPS ARE INCORRECT. SPECIFICALLY; THE BOUNDARY LINES ARE NOT DEPICTED AND AUTOMATED HDOFS GO TO THE WRONG APCH SECTORS. MANUAL HDOFS FAIL OFTEN. THESE ARE ONGOING PROBS. SUPPLEMENTAL INFO FROM ACN 468535: THERE WERE AIRSPACE CHANGES AT JAX APCH. THESE CHANGES; WHICH DIRECTLY EFFECT THE TAYLOR AND TALLAHASSEE SECTORS AT ZJX; WERE NOT NEGOTIATED BEFOREHAND; THEREFORE WERE NEVER BRIEFED TO THE CTLRS. THESE CHANGES WERE NOT MADE ON OUR SECTOR MAPS (RADAR) AND WILL NOT BE MADE UNTIL APR/XA/00. SUPPLEMENTAL INFO FROM ACN 468774: JAX APCH CTL ASSUMED AIRSPACE FROM ZJX APPROX 4 YRS AGO. SINCE THAT TIME; ZJX'S NAS AND JAX APCH'S ARTS HAVE NOT INTERFACED PROPERLY. DURING THE AUTOMATED HDOF PROC; THE DATA BLOCK OF ACFT INBOUND TO JAX APCH CTL FROM ZJX; ROUTINELY APPEAR ON THE RADAR SCOPE OF THE WRONG SECTOR OR DO NOT APPEAR ON ANY RADAR SCOPE AT ALL. ZJX HAS TO MANUALLY HAND OFF APPROX 25% OF ALL ACFT INBOUND TO THE JAX TERMINAL AREA. CURRENTLY; THE PROC THAT WE OPERATE UNDER IS TO KEEP ACFT HEADED TOWARDS JAX APCH'S AIRSPACE AND HOPE AND PRAY THAT SOMEONE TAKES THE HDOF BEFORE AN OPDEV OCCURS. WHEN THEY DO NOT TAKE AUTOMATED HDOFS WE THEN HAVE TO EFFECT A MANUAL HDOF; MEANWHILE THE ACFT IS STILL HDG TOWARDS APCH'S AIRSPACE.
