Narrative

DOING LNDG/TKOF AND TOUCH-AND-GO; TURNING FINAL AT APPROX 90 MPH; OBSERVED PA28-140 AT HIGH SPD APCHING FROM R AT ALT JUST ABOVE TREE TOPS AND WITHOUT RADIO CALLS. I CONTINUED TURN TO FINAL AT 90 MPH AND PA28-140 PASSED RAPIDLY UNDER OUR ACFT BTWN 75-150 FT; APPEARED TRYING TO CUT ME OFF IN TFC PATTERN TO LAND BEFORE I DID -- OBVIOUSLY AT FULL SPD IN ORDER TO PASS UNDER MY ACFT. I CALLED HIS ACFT SEVERAL TIMES ON 122.8 (LCL FREQ) BUT NO RESPONSE. ASSUMED EITHER DID NOT HAVE RADIO ON OR DID NOT HAVE PROPER FREQ ON RADIO. OTHER PLT CHANGED STORY AFTER ON GND FROM 'HE MADE NORMAL PATTERN' TO 'HE JUST MADE A LONG FINAL.' RWY IS 5000 FT LONG. AS HIS SPD WAS SO GREAT HE USED IT ALL. GND MEN SHOULD NOT PLAY CHICKEN GAMES IN ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR (A RETIRED AIRLINE CAPT) STATED THAT THE 2 GENTLEMEN IN THE COCKPIT OF THE PA28 WERE NOT LISTENING TO HIS COUNSEL WITH THE YOUNGER OF THE 2 BEING VERY HOSTILE. SINCE HE DID NOT WISH TO BE CALLED A BIGOT; HE DECLINED ANY FURTHER LEVELS OF CONFRONTATION WITH THEM.
