ACR ON VECTORS TO ILS LOSES CONTACT WITH TRACON INTERMITTENTLY ON 2 FREQS. SUSPECT PED'S IN USE.

Narrative

FROM DIETZ INTXN ON A CEDAR CREEK 4 ARR; WE WERE VECTORED 300 DEGS; GIVEN A SERIES OF DSCNTS; AND TOLD TO EXPECT AN ILS TO RWY 13R. FINALLY; WE WERE GIVEN A VECTOR TO 040 DEGS AND A DSCNT TO 2300 FT. AS THE LOC DROPPED ACROSS THE INDICATOR; I TOLD THE FO 'THEY'RE RUNNING US ACROSS THE LOC. VERIFY THAT THIS IS THEIR INTENT.' THE FO ATTEMPTED CONTACT ON BOTH RADIOS WITHOUT A RESPONSE. WE NOW REALIZE WE WERE NORDO. WE WERE IN AND OUT OF CLOUD BASES WITH LIMITED VISIBILITY. I WAS ABOUT TO INITIATE A R TURN TO INTERCEPT THE RWY 13R LOC TO COMPLY WITH THE LAST EXPECTED CLRNC WHEN WE HEARD A FRANTIC CALL TO COME L TO 310 DEGS AND IDENT. I IMMEDIATELY COMPLIED WITH A TIGHT TURN TO 310 DEGS. CONTINUED ATTEMPTS BY THE FO AND MYSELF TO CONTACT APCH CTL ON BOTH RADIOS AND 133.15 AND 118.1 MET WITH ONLY INTERMITTENT SUCCESS. ONE OF THESE INDICATED THAT THEY MAY BE HAVING RADIO LOCK-UP PROBS. SHORTLY WE WERE VECTORED TO A HDG OF 200 DEGS TO INTERCEPT THE RWY 13R LOC. WE SWITCHED TO TWR FREQ AND LANDED WITHOUT FURTHER PROBS. ON TAXI IN AND AT THE GATE; THE FO CONTINUED TO ATTEMPT CONTACT WITH APCH AGAIN WITH NO SUCCESS. I WROTE UP BOTH RADIOS ON BOTH FREQS. ALL OTHER FREQS WERE NORMAL. THE ONLY OTHER PROB WE COULD IMAGINE WAS THE POSSIBILITY OF SOME ELECTRONIC INTERFERENCE SUCH AS USE OF A CELL PHONE. THE FLT ATTENDANT HAD MADE THE TURN OFF AND STOW ELECTRONIC DEVICES PA AT 10000 FT.
