PLT RPT; B737. ON BOARDING; TAXI AND TKOF; PAX SAT ON AFT JUMP SEAT. NO EMPLOYEE BADE; NO IDENT CHK BY CABIN ATTENDANT. FARS VIOLATED.

Narrative

JUST PRIOR TO TKOF; THE 'A' FLT ATTENDANT NOTICED A PERSON IN THE 4TH FLT ATTENDANT JUMP SEAT (EMPLOYEES AT MY AIRLINE ARE PERMITTED). THE 'A' FLT ATTENDANT ASKED THIS PERSON IF HE WAS AN EMPLOYEE OF MY AIRLINE. HE RESPONDED IN THE AFFIRMATIVE. BEFORE THE 'A' FLT ATTENDANT COULD ASK FOR HIS IDENT; I SIGNALED WITH THE CHIME THAT WE WERE ABOUT TO TAKE OFF; SO THE 'A' FLT ATTENDANT TOOK HIS FORWARD FLT ATTENDANT JUMP SEAT. AFTER TKOF; THE 'A' FLT ATTENDANT WENT BACK TO THE AFT JUMP SEAT AREA AND ASKED THE PERSON FOR HIS IDENT. THE PERSON THEN SAID THAT HE WAS NOT AN EMPLOYEE. THE 'A' FLT ATTENDANT THEN MOVED THE MAN TO A PAX SEAT. THE FLT ATTENDANTS SHOULD HAVE MADE SURE THE FLT ATTENDANT JUMP SEAT PERSON HAD PROPER IDENT AND PAPERWORK; DESPITE A HECTIC/HURRIED BOARDING EVENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE BOARDING WAS HECTIC AND THE AGENT TOLD THIS GUY; WHO GOT ON LATE; TO JUST TAKE ANY SEAT. THE GUY TOOK HIM LITERALLY AND SAT ON THE BACK JUMP SEAT. THE FLT ATTENDANT WHO SITS THERE JUST ASSUMED THAT HE HAD HAD HIS IDENT CHKED. SHE JUST CHATTED WITH HIM FOR TKOF; NEVER REALIZING HE WASN'T AN EMPLOYEE. WHEN THE PURSER DISCOVERED HIM; HE ADMITTED HE HAD LIED ABOUT BEING AN EMPLOYEE AND THEN TOOK A REGULAR PAX SEAT. THE CAPT DIDN'T KNOW ANYTHING ABOUT THE SIT UNTIL THEY HAD LANDED IN BALTIMORE. THE PURSER THEN TOLD HIM; HOWEVER; HE ALSO MENTIONED IT TO THE AGENT OPENING THE DOOR. THE AGENT ASSUMED THE PAX WAS A STOWAWAY; AND CALLED THE POLICE. THE SIT EVENTUALLY STRAIGHTENED ITSELF OUT.
