A C525 FLC MAY HAVE ENTERED THE CLASS C AIRSPACE OF IND WHEN DEPARTING VFR FROM EYE WHILE ATTEMPTING TO OBTAIN AN IFR CLRNC FROM APCH CTLR AT IND; IN.
Narrative
ON TAXI TO RWY 21; SIC CALLED INDIANAPOLIS APCH ON FREQ DEPICTED ON APCH CHART TO GET IFR CLRNC. APCH WOULD NOT RESPOND. AS WE DEPARTED RWY 21; SIC IMMEDIATELY CALLED APCH FOR CLRNC. APCH GAVE US A DIFFERENT FREQ FOR CLRNC. WE STAYED IN THE EYE TFC PATTERN WITH L DOWNWIND DEP; LEVELED AT 2000 FT MSL. SIC IMMEDIATELY CALLED 2ND FREQ AND WAS INSTRUCTED TO REMAIN CLR OF CLASS C AIRSPACE AND GAVE US A 3RD FREQ. SWITCHED TO 3RD FREQ. ATC INSTRUCTED US TO REMAIN CLR OF CLASS C BUT STILL WOULD NOT ACKNOWLEDGE OUR REQUEST FOR CLRNC. TO THE BEST OF MY KNOWLEDGE; WE DID NOT ENTER CLASS C AIRSPACE. IF WE DID; IT WAS NOT INTENTIONAL; BUT DUE TO OUR ATTEMPTS TO PERFORM AFTER TKOF CHKS; SCAN FOR TFC; AND OTHER AFTER TKOF RESPONSIBILITIES WHILE ATTEMPTING TO SIMPLY GET AN IFR CLRNC IN CLR; VFR CONDITIONS. WE USED EVERY PUBLISHED FREQ PLUS 2 NON PUBLISHED FREQS. ATC SIMPLY DID NOT WANT TO WORK WITH US. NEXT TIME WE WILL BE FORCED TO DELAY OUR DEP WHILE THE IFR CLRNC IS OBTAINED VIA TELEPHONE PRIOR TO DEP.
