A B767 WAS DISPATCHED IN NON COMPLIANCE AFTER RETURNING TO A GATE FOR BAG REMOVAL WITH APU ON AND ENGS SHUT DOWN WHICH REQUIRED ANOTHER ETOPS INSPECTION.
Narrative
AFTER AN ACFT AND GATE CHANGE DUE TO INOP LAVATORIES; WE DEPARTED ABOUT 2 HRS AFTER PLANNED. AS WE WERE ABOUT TO TAXI; WE WERE INSTRUCTED TO RETURN TO THE GATE TO REMOVE THE STANDBY BAGS. WE ASKED TO HAVE THEM REMOVED IN OUR PRESENT POS BUT WERE TOLD WE HAD TO TAXI BACK TO THE GATE. WE TAXIED BACK TO THE GATE AND THE BAGS WERE REMOVED IN LESS THAN 5 MINS AND WE PUSHED AGAIN. AS WE WERE ABOUT TO TAXI ON THE TXWY; RAMP CALLED AND INFORMED US WE HAD TO RETURN TO THE GATE AGAIN FOR AN ETOPS CHK. WE CHKED THE LOG AND ALREADY HAD AN ETOPS CHK ENTERED. WE WERE TOLD WE NEEDED ANOTHER INSPECTION AND WE CHKED THE MANUAL AND DETERMINED WE DID NOT NEED ONE. MAINT AGREED AND WE COMPLETED AN UNEVENTFUL FLT. AFTER REVIEWING MANUAL; WE FOUND IN THE INTL SECTION A REQUIREMENT IF THE PLANE WAS TAXIED ON SHIP'S PWR AND THEN A GND INTERRUPT OCCURRED; ANOTHER CHK WAS REQUIRED. SINCE ALL THAT HAPPENED IN THE TAXI BACK TO THE GATE WAS TO UNLOAD A SMALL NUMBER OF BAGS AND NO CABIN DOORS WERE OPENED; THE CHK SEEMS REDUNDANT BUT PROBABLY REQUIRED.
