ACR OVERWATER BEYOND THE LIMIT ON DEP FROM MIAMI. ON VECTORS REQUESTING VECTORS TOWARD LAND FROM ARTCC IN VAIN.

Narrative

CLBING OUT OF MIA; FLT WAS REROUTED DUE TO WX. MIA 4 SID WAS GIVEN OVER VALLY INTXN. WE WERE UNDER RADAR CTL WITH ZMA. LEVELED AT FL250 DUE TO TFC. CTR CTLR ADVISED ME THE NEXT CTLR WILL TURN US NWBOUND. NUMEROUS ACFT WERE COMPLAINING OF VECTORS OUTSIDE THE 50 NM RESTRS FROM LAND. ADVISED CTLR OVER VALLY ABOUT NEED FOR TURN TOWARD MAINLAND. WAS ASSIGNED NE HEADING. AT 25 NM FROM FREEPORT VOR; CALLED AGAIN ASKING FOR TURN AT 45 NM FROM FREEPORT VOR ASKED FOR AND RECEIVED 180 DEGS L TURN AND CLB TO FL330. LEVELED AT FL330 WITH ANOTHER L 180 DEG NEBOUND. CTLR INFORMED ME I WAS BEING VECTORED AROUND TFC. ONCE AGAIN WE WERE HEADING OUTSIDE A 50 NM BOUNDARY ON THIS HEADING. FINALLY RECEIVED L TURN TO N. ESTIMATED DISTANCE OUTSIDE THE 50 NM BOUNDARY WAS APPROX 30 NM (80 NM TOTAL FROM LAND). I CONSIDERED USING MY EMER AUTH BUT BELIEVE DOING SO WOULD HAVE BEEN COUNTER-PRODUCTIVE AND DANGEROUS; DUE TO TFC SATURATION. IN ADDITION CONFUSING AN ALREADY OVERLOADED ENVIRONMENT. I ALSO BELIEVE I WAS SET UP BY THE INITIAL ZMA CTLR WHO SAID 'THE NEXT CTLR WILL TURN YOU.' WHAT LED TO THIS WHOLE MESS WAS A LINE OF TSTMS FROM JUST S OF OMN VOR TO JUST N OF FLL ARPT. I KNEW ABOUT THE WX BECAUSE I FLEW INTO MIA APPROX 2 HRS BEFORE. EVEN KNOWING THAT; I BELIEVE THE CTR OVERSTEPPED THEIR BOUNDS ISSUING RE-ROUTES FOR NO APPARENT REASON. AT LEAST TO ME; IT WAS TYPICAL S FLORIDA WX. IT HAPPENS EVERY SUMMER. WHAT I LEARNED -- IS NEXT TIME MIA TRIES TO REROUTE ME EBOUND OUT OF MIA; I WILL HAVE TO DECLINE. EITHER FLYING WBOUND OR SITTING AT THE GATE. BUT I WILL NOT BE GOADED INTO ANOTHER SIT SUCH AS THIS. FINALLY; I BELIEVE MY JUDGEMENT WAS COERCED BECAUSE IT WAS OUR LAST FLT TO OUR CREW BASE.
