WHY: 1) PAGE 2 INDICATES APPROX 70% OF RWY INCURSIONS ARE CAUSED BY PART 91 PLTS/CREW. 2) PAGE 4 'SAFETY TIPS' STATES 'BE FAMILIAR WITH THE ARPT.' 'REVIEW ARPT DIAGRAMS BEFORE TAXIING OR LNDG.' 'KEEP ARPT/TAXI DIAGRAMS READILY AVAILABLE DURING TAXIING.' FOR MOST VFR PART 91 OPS; WHAT ARPT DIAGRAMS? THE ONLY ARPT DIAGRAMS THAT ARE WORTHWHILE (GIVE TXWY ALPHA DESIGNATIONS) ARE GENERALLY FOUND ONLY AS PART OF THE TERMINAL PROCS USED FOR IFR OPS -- NOT LIKELY TO BE ABOARD A VFR PART 91 OP. MOST VFR ONLY PLTS PROBABLY AREN'T AWARE OF THE DIAGRAMS' EXISTENCE. ARE THERE SOLUTIONS? YES. 1) MAKE AVAILABLE BOOKS OF ARPT DIAGRAMS FOR TWRED FIELDS. NOT NECESSARILY KEPT CURRENT AS ARE TERPS. DISTRIBUTE THROUGH SAME CHANNELS AS CHARTS. ENCOURAGE FBO'S/AVIATION SUPPLY COMPANIES TO DISTRIBUTE FREE (WITH ADVERTISEMENTS). 2) MAKE ENLARGEMENTS OF DIAGRAMS AVAILABLE TO FBO'S TO POST IN PROMINENT PLACES. 3) MAKE DIAGRAMS AVAILABLE ON INTERNET. 4) ENCOURAGE FBO'S; ETC TO MAKE SMALL (APPROX 5 1/2 INCHES BY 8 1/2 INCHES) COPIES AVAILABLE FOR THEIR FIELD WITH 'YOU ARE HERE' MARKS AND THEIR ADVERTISEMENTS IF DESIRED.
