WX AT POS OF THIS NMAC: CLOUD TOPS 1700 FT MSL; BASES OF CLOUDS 1000 FT MSL; BASIC MARINE LAYER; CLR SKY ABOVE TOPS; VISIBILITY UNLIMITED ABOVE CLOUDS. WHILE ON IFR VECTORS TO FAF AT HHR; LCL APCH TOLD BY SOCAL APCH 'A SCUD RUNNER IS AT 10 O'CLOCK POS; HAD JUST MISSED PREVIOUS COMPANY ACFT (LTT).' WE WERE AT MANDATORY 1500 FT MSL. I ELECTED TO CLB UP 200 FT TO EXIT IMC CONDITIONS. AT FAF WE GOT VISUAL ON CESSNA LESS THAN 1 MI HORIZ DISTANCE; LEVEL WITH US AT OUR 10 O'CLOCK POS. CESSNA WAS IN L 30 DEG BANK TURNING TOWARDS US; BUT AS TO PASS BEHIND OUR TRACK. SOCAL WAS REQUESTED FOR NMAC RPT. CESSNA N-NUMBER WAS LATER LEARNED. I FEEL THERE IS A BASIC PROB REF FAR VFR REQUIREMENTS. CESSNA WAS LESS THAN 100 FT ABOVE A SOLID UNDERCAST. HHR LOC RUNS DIRECTLY OVER AND PARALLEL TO A MAJOR CALIFORNIA FREEWAY. IN AN EFFORT TO GIVE MORNING TFC COMMUTE RPTS (I BELIEVE) SAFETY IS BEING COMPROMISED. ON JUL/XA/00 )IN SAME LOCATION) ACFT; WHILE IMC; WE WERE GIVEN EMER EVASIVE ACTION TO AVOID A SCUD RUNNER #1 AND NEARLY HIT ANOTHER SCUD RUNNER #2 -- BOTH WERE TFC RPTRS.
