Narrative
I WAS IN THE TFC PATTERN AT (RIL) GARFIELD CITY ARPT WITH A STUDENT. THERE WERE ABOUT 5 ACFT IN THE PATTERN. 3 OF US WERE USING THE PREFERRED R TFC FOR RWY 26. I WAS ABOUT TO TURN DOWNWIND TO BASE; THE ATX #1 ACFT PASSED BY ME; ANNOUNCED HE WAS A L DOWNWIND FOR RWY 8. 3 ACFT REQUESTED HE LAND ON RWY 26. HE SAID HE WOULD CONTINUED ON RWY 8. HE CAME IN EXTREMELY LOW AND LANDED ON RWY 8 AS I WAS ON SHORT FINAL FOR RWY 26. I HAD TO GO AROUND IN ORDER TO NOT LAND INTO THE OTHER ACFT. WHEN I QUERIED WHY HE WOULD NOT LAND WITH THE OTHER TFC; HE SAID HE WAS HVY; AND WANTED TO LAND UPHILL IN ORDER TO SAVE HIS BRAKES. A FEW MINS LATER; ANOTHER ACFT FROM THE SAME COMPANY DID THE SAME PATTERN. I BELIEVE THE ACTIONS OF THIS PLT WERE DANGEROUS AND COULD RESULT IN A SERIOUS ACCIDENT IF IT IS NOT CURTAILED. PLT WHO WORKS AT ATX TOLD ME THAT THIS PLT USES THIS LNDG TECHNIQUE ON A DAILY BASIS. I SUGGEST YOU STOP THIS PLT'S CURRENT BEHAVIOR BEFORE HE CAUSES AN ACCIDENT. SUPPLEMENTAL INFO FROM ACN 482962: THIS SIT HAS BEEN GOING ON FOR QUITE SOME TIME. PREVIOUSLY; I MISSED ATX BY LESS THAN 100 FT ON DOWNWIND. I SPOKE TO HIM ONCE AND HE APPEARS ARROGANT WHEN CONFRONTED.
