Narrative

WHILE FLYING THE MINKS ARR INTO LGA ARPT; THE CAPT WENT OFF FREQ TO PERFORM A PA ANNOUNCEMENT. AT THAT TIME; I ACCEPTED RESPONSIBILITY FOR BOTH FLYING AND RADIO XMISSIONS. ZNY ISSUED A DSCNT FROM FL240 TO 'CROSS STEFE AT 13000 FT; ALTIMETER 30.17.' AT THAT TIME I WROTE DOWN '13000 FT' AND '17' )FOR THE ALTIMETER SETTING). BEFORE I SET THE ALT OF 13000 FT IN THE ALT WINDOW; I WAS DISTR TEMPORARILY. WHEN I LOOKED BACK THINKING IT NOTED THE ALT; I SET 17000 FT IN THE ALTIMETER WINDOW. AS WE APCHED STEFE; I LOOKED AT THE MINKS 1 ARR AND NOTICED THAT THE ALT RESTR AT SOMTO WAS 13000 FT. I THEN QUERIED THE CTLR; WHO SAID THE INITIAL RESTR WAS STEFE AT 13000 FT. HE THEN STATED THAT IF WE WERE LEVEL AT 13000 AT SOMTO (AS ON THE ARR) THAT IT WOULD BE 'OK.' WE SUBSEQUENTLY LEVELED AT 13000 FT WELL PRIOR TO SOMTO WITH NO TA'S OR CONFLICTS. MORAL: WRITE DOWN ALL ALT RESTRS -- IN FULL -- AND CONFIRM THOSE ALTS WITH THE CAPT WHEN THEY COME BACK ON FREQ AFTER ANNOUNCEMENTS. ALSO; SET ALT WINDOW IMMEDIATELY AFTER RECEIVING ALT RESTR. SUPPLEMENTAL INFO FROM ACN 484965: WHEN I ASSUMED OP OF THE RADIOS AGAIN; I WAS BRIEFED ON OUR DSCNT CLRNC TO CROSS STEFE INTXN AT 17000 FT BY MY FO. THE MINKS ARR SHOWS SOMTO AT 13000 FT. STEFE INTXN AT 17000 FT WOULD BE A REASONABLE ALT.
