FLC OF AN MLG TOOK EVASIVE ACTION DURING INITIAL CLB TURN IN RESPONSE TO A TCASII RA AND OBSERVATION OF A REGIONAL JET THAT HAD TAKEN OFF AHEAD OF THEM AND ALSO TURNING THE SAME DIRECTION.

Narrative

WE WERE CLRED FOR TKOF ON RWY 22L BEHIND AN ACR Y REGIONAL JET AND INSTRUCTED TO TURN L HDG 110 DEGS. AS I INCREASED THRUST TO TKOF PWR; THE REGIONAL JET WAS AT ROTATION. THE SPACING BTWN US AND THE REGIONAL JET LOOKED CLOSE BUT THE TWR CTLR WAS EXPEDITING 2 DEPS PRIOR TO AN ARR. AT 400 FT AGL; I BEGAN A L TURN TO 110 DEGS WITH THE REGIONAL JET IN SIGHT; STILL AHEAD. HE BEGAN TO TURN L AS WELL. WE WERE BOTH INSTRUCTED TO CLB TO 5000 FT MSL. I HAD HEARD THE REGIONAL JET BEING CLRED FOR TKOF WITH A HDG OF 180 DEGS. IN REALITY; HE WAS INSTRUCTED TO TURN TO 80 DEGS. THE CTLR WAS EXPECTING ME TO TURN OUTSIDE OF THE REGIONAL JET BUT DUE TO THE PERFORMANCE OF MY ACFT AND THE REGIONAL JET DELAYING HIS TURN; WE ENDED UP TURNING INSIDE OF HIM. IN ORDER TO KEEP FROM COLLIDING WITH THE REGIONAL JET I HAD TO CONTINUE MY TURN PAST 110 DEGS AND I LEVELED OFF AT 2000 FT MSL. THE REGIONAL JET PASSED FROM R TO L DIRECTLY 500 FT ABOVE US. MY FO WAS ABLE TO MAINTAIN VISUAL CONTACT WITH THE REGIONAL JET THE ENTIRE TIME. WE ALSO HAD A TCASII ALERT FOLLOWED BY AN RA TO 'MONITOR VERT SPD' FOLLOWED BY A COMMAND TO 'DSND.' I BELIEVE THE ATC CTLR TURNED ME TOO SOON AND UNDERESTIMATED THE PERFORMANCE OF MY ACFT. THE ATC CTLR MADE NO REF TO THE PRECEDING REGIONAL JET UNTIL I BEGAN TAKING EVASIVE ACTION TO AVOID A COLLISION.
