C150 AND A B727 HAD LESS THAN LEGAL SPACING AT MHR CLASS D AIRSPACE.

Narrative

AT APPROX XA30 ON SEP/XA/00; I WAS RETURNING FROM LVK ARPT TO MY HOME BASE OF MHR. AT 9.5 (GPS) NM S FROM MHR; I CALLED MHR TWR AND INFORMED THEM I WAS 9.5 MI S WITH THE ATIS; INBOUND FOR LNDG. I WAS INSTRUCTED TO RPT BASE LEG 'OVER THE HWY' FOR LNDG ON RWY 22L. I ACKNOWLEDGED TO RPT BASE LEG FOR RWY 22L AND CONTINUED A DSCNT FROM MY ENRTE ALT OF 2500 FT TO THE PATTERN ALT OF 1000 FT MSL AT MHR. BOTH MY LNDG LIGHT AND TAXI LIGHTS WERE ON AT ALL TIMES DURING MY DSCNT FROM 9.5 MI TO THE ARPT. WHILE 7 MI OUT; FLYING A STRAIGHT LINE FROM THE S TOWARD A L BASE LEG ENTRY; I NOTICED AN ACR B727 CARGO JET TAXIING TOWARD RWY 22. WHEN I WAS ABOUT 5.5 GPS NM FROM THE ARPT; THE TWR RELEASED THE B727 FOR TKOF. MHR TWR DID NOT NOTIFY THE ACR B727 OF MY INBOUND STATUS. FOLLOWING THEIR USUAL DEP PROC FROM MHR; THE B727; ONCE AIRBORNE; STARTED A L CLBING TURN. I FLASHED MY LNDG LIGHT TO ALERT THE B727 OF MY POS; AS THE B727 WAS TURNING TOWARD ME AS I CONTINUED MY STRAIGHT LINE PATH TOWARD THE BASE LEG ENTRY. THE B727 CONTINUED TO TURN TOWARD ME AS IT CLBED OUT AND PASSED JUST ABOVE AND SLIGHTLY BEHIND ME. THE PLT IN THE B727; WHEN ABOUT 1.5 MI FROM ME; ASKED THE TWR IF THEY WERE TALKING 'TO THE ACFT JUST S OF THE ARPT.' I DID NOT HEAR THE TWR'S REPLY. I THEN REALIZED THAT THE B727 SAW ME; HOWEVER; HE JUST KEPT TURNING TOWARD ME. I KEYED MY MIKE AND IMMEDIATELY ANNOUNCED MY ALT OF 1500 FT. THE B727 PLT INFORMED THE TWR THAT THEY WERE AT 1700 FT AND THAT 'I HAD JUST GONE UNDER THEM' BY 200 FT. THE TWR THEN TOLD ME THEY THOUGHT I HAD BEEN N AND WAS TO RPT A R BASE OVER HWY 50. I REITERATED MY ORIGINAL RADIO CALL THAT I HAD BEEN 9.5 MI S. THE REST OF THE DSCNT AND LNDG WERE UNEVENTFUL.
