AFTER ANNOUNCING HIS INTENTIONS; ACFT X TAXIS ACROSS AN ACTIVE RWY AS ACFT Y WAS ON HIS LNDG ROLL.
Narrative
WHILE TAXIING TO ACTIVE RWY 22 I ANNOUNCED CROSSING RWY 12. AFTER CROSSING RWY 12 THE PLT OF THE BONANZA RADIOED THAT WE CROSSED RWY 12 WHICH WAS THE ACTIVE RWY WHICH HE WAS USING. OTHER ACFT WERE USING RWY 22 AND IT WAS FAVORED DUE TO LOCAL WINDS ( I WAS TAXIING TO RWY 22; HELD SHORT OF RWY 12 AND WATCHED FOR TFC THEN CROSSED.) AS I CROSSED RWY 12 THE OTHER PLT RADIOED AND I ACKNOWLEDGED. AFTER I ACKNOWLEDGED CROSSING RWY 12; THE OTHER PLT STATED IT WAS A NEAR ACCIDENT. I HEARD ANOTHER PLT STATE HE WITNESSED THE INCIDENT. I WAS TRYING TO BE EXTRA CAREFUL; BECAUSE I SENSED NO ORDER TO TFC PATTERNS AT HYI. THERE WERE SEVERAL PLANES IN THE LOCAL PATTERN AND THE TFC SITUATION LACKED ANY COORDINATION. PRIOR TO LNDG I NOTICED 3 ACFT; WHILE I WAS ENROUTE AND CIRCLING TO LAND; WHICH WERE 'SELECTING' DIFFERENT RWYS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WOULD LIKE TO SEE IF THERE WAS A WAY TO GIVE THE UNICOM RADIO OPERATORS MORE RESPONSIBILITY TO BE ABLE TO SELECT THE ACTIVE RWY. THIS WOULD AVOID THE CONFUSION THAT IS NOW PRESENT WHEN YOU HAVE AN ARPT WITH MANY INTERSECTING RWYS AND ALLOW ACFT TO USE SEVERAL RWYS FOR LNDG AND OR DEPARTING.
