ARTCC RADAR CTLR AT ZJX IS CONCERNED THAT MIL OPS IN AND OUT OF THE PALATKA MOA COULD CONFLICT WITH ACR TFC.
Narrative
ON OCT/TUE/00; I RELIEVED ATCS CTLR AT R57 (ST JOHNS). HE BRIEFED ME THAT THE PALATKA MOA'S WERE ACTIVE AT OR BELOW FL230 AND THAT THE ACFT INSIDE THE MOA HAD BEEN SPILLING OUT. ABOUT 3-4 MINS AFTER BEING PLUGGED IN; I OBSERVED 4000 CODES ALONG WITH PRIMARY TARGETS EXIT THE MOA EBOUND THROUGH MY SECTOR AT 17000 FT AND 17500 FT. I WAS INSTRUCTED BY SATCS CTLR THAT HE THOUGHT THE ACFT WERE VFR. I CANNOT BASE MY TFC CLBING OUT OF ORLANDO BASED ON THE ASSUMPTION THAT THESE ACFT ARE VFR. THESE ACFT TRANSITING TO AND FROM THE MOA'S ARE F16'S AND F18'S AND ARE TRAVELING IN EXCESS OF 450 MPH. THE ACFT INSIDE THE MOA SPILL OUT FREQUENTLY AND TURN BACK INTO THE MOA. THESE ACFT EXITED THE MOA WITH NO COORD WAS MADE WITH ME OR THE SUPVR IN CHARGE. I FEEL THAT THE CURRENT PROCS ALLOWING MIL TACTICAL JETS TO CROSS A MAJOR DEP CORRIDOR OUT OF ORLANDO; FL; IS AN ACCIDENT WAITING TO HAPPEN. WHERE THESE ACFT EXITED AND THE ALT THEY EXITED AT ARE VERY CLOSE TO WHERE ACR AND OTHER ACFT ARE. WE AT THE SECTOR NEVER KNOW IF THESE ACFT IN THE MOA ARE VFR OR IFR AND IF THEY ARE SPILLING OUT OR ACTUALLY LEAVING THE MOA. I NEVER HAD COMS WITH THE ACFT LEAVING THE MOA.
