F100 FLC ALERT MSP TWR THAT RWY NOT CLR DUE TO EXITING ACFT AFTER MSP HAS CLRED F100 FOR TKOF.

Narrative

WE WERE HOLDING IN POS ON RWY 30L WHEN THE TWR CTLR ISSUED US TKOF CLRNC. AS WE BEGAN TO RUN UP OUR ENGS BOTH THE FO AND MYSELF SIMULTANEOUSLY CALLED OUT A B757 (Y) THAT HAD NOT CLRED THE RWY. THIS B757 MADE THE 90 DEG TURN OFF RWY 30L ONTO TXWY M OR TXWY A8 AND STOPPED WITH HIS TAIL STICKING WELL INTO RWY 30L. WE NOTIFIED THE TWR CTLR WHO CORRECTLY CANCELED OUR TKOF CLRNC AND ASKED US TO EXIT THE RWY TO THE L FOR LNDG TFC WHICH WE DID. ONE MISTAKE FOR THE TWR CTLR WHICH WE CAUGHT PRIOR TO TKOF ROLL. WE WERE CLRED INTO POS AGAIN AND THEN CLRED FOR TKOF. THE IDENTICAL SIT WAS PRESENT AGAIN WITH A B747 (Z) THAT HAD MADE THE 90 DEG TURN AND STOPPED PRIOR TO TXWY A WITH ITS TAIL OVER THE RWY. AGAIN WE NOTIFIED THE TWR THAT THE B747 HAD NOT CLRED THE RWY BUT BY THE TIME WE GOT THE CALL OUT ON THE RADIO THE B747 BEGAN TO MOVE AND SUBSEQUENTLY CLRED. THE CTLR'S RESPONSE WAS THE ACFT WAS CLR SO WE RELEASED BRAKES AND BEGAN OUR TKOF ROLL. HOWEVER; THE TWR MADE THE SAME ERROR TWICE BY ISSUING TKOF CLRNC WITH AN ACFT STOPPED ON TXWY M OR TXWY A8 WITH ITS TAIL PROTRUDING INTO THE RWY. ON EACH OCCASION THERE WAS LNDG TFC BEHIND US AND THE CTLR WAS OBVIOUSLY TRYING TO RUSH BUT SAFETY WAS COMPROMISED BY THIS CTLR EACH TIME. ONCE IS A MISTAKE; BUT TWICE IS UNACCEPTABLE.
