LIMITED GND VISIBILITY; CONSTRUCTION; NON STANDARD SURFACE MARKINGS AND LIMITED FAMILIARITY WITH THE ARPT LED TO INCURSION INTO MIL RAMP SPACE AND DETENTION BY AUTHS.

Narrative

AFTER AN ILS APCH TO RWY 13; I LANDED AND REQUESTED A PROGRESSIVE TAXI. AS I CONTINUED SE; GND ADVISED THAT HVY FOG MADE MY ACFT DIFFICULT TO SEE. GND FURTHER ADVISED THAT I SHOULD MANEUVER AS NECESSARY TO AVOID WHAT APPEARED TO BE MAJOR CONSTRUCTION ACTIVITY AND MANY CONSTRUCTION VEHICLES. TO THIS END; I AT ONE POINT LEFT THE MARKED TXWY TO AVOID 2 TRUCKS PARKED IN THE MIDDLE OF IT. I REGARD WHAT HAPPENED SUBSEQUENTLY AS OUTRAGEOUS. AFTER I PARKED AND LEFT MY ACFT; I WAS DETAINED BY POLICE OFFICERS AND MEMBERS OF THE NATIONAL GUARD. I WAS TOLD THAT I HAD 'BROKEN THE RED' MEANING THAT I HAD CROSSED A THIN RED LINE DEMARKING AN AREA AROUND A NATIONAL GUARD INSTALLATION. THIS DETENTION SHOULD NEVER HAVE HAPPENED. I WAS UNDER GND'S DIRECTION TO MANEUVER OFF THE TXWY TO AVOID CONSTRUCTION EQUIP AND ACTIVITY. MOREOVER; AND MORE SIGNIFICANT IN MY VIEW; THE THIN RED LINE WAS NOT ADEQUATE TO COMMUNICATE THAT THE AREA WAS OFF LIMITS EVEN TO AVOID CONSTRUCTION EQUIP AND ACTIVITY. THE MARKING WAS; FOR EXAMPLE; NON STANDARD. IF THE AREA WAS NOT TO BE ENTERED FOR ANY PURPOSE; IT COULD HAVE BEEN MARKED WITH STANDARD YELLOW ARPT MARKINGS OR; AT A MINIMUM; VERY HVY MARKINGS VISIBLE IN LOW VISIBILITY CONDITIONS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR SAID THAT ON A CLR DAY NONE OF THIS WOULD HAVE HAPPENED. THE NORMAL TXWY WAS BLOCKED WITH CONSTRUCTION AND THE NON-STANDARD RED MARKING WAS NOT CLR AS TO WHAT IT WAS FOR. HE WAS DETAINED FOR SEVERAL HRS UNTIL AN UNDERSTANDING WAS REACHED THAT HE WAS NOT A THREAT TO THE MIL.
