A B737-800 MADE TWO ABORTED LOW SPD TKOFS. FIRST CAUSED BY WING ANTI-VALVE NOT CLOSED AND SECOND CAUSED BY FAILED #1 ENG COWL ANTI-ICE VALVE.

A B737-800 MADE TWO ABORTED LOW SPD TKOFS. FIRST CAUSED BY WING ANTI-VALVE NOT CLOSED AND SECOND CAUSED BY FAILED #1 ENG COWL ANTI-ICE VALVE.
Narrative
ACFT WAS DEICED DUE TO FROST ON THE WINGS. WING AND ENG ANTI-ICE WAS ON FOR TKOF. WHEN PWR WAS ADVANCED FOR TKOF; THE MASTER CAUTION/ANTI-ICE LIGHTS ILLUMINATED. THE TKOF WAS ABORTED AT 10 KTS. CLRED RWY AND CONTACTED MAINT. IT WAS DETERMINED THAT THE WING ANTI-ICE VALVE WAS SLOW TO CLOSE. THE VALVE WAS CYCLED TWICE AND OPERATED NORMALLY. A SECOND TKOF WAS INITIATED. THE ENGS WERE RUN UP TO 50% N1 AND ALL INDICATIONS WERE NORMAL. BRAKES WERE RELEASED AND PWR WAS ADVANCED TO TKOF PWR. THE MASTER CAUTION/ANTI-ICE AND THE #1 ENG COWL ANTI-ICE LIGHT ILLUMINATED THIS TIME (DIFFERENT PROB). TKOF WAS ABORTED AT 10 KTS AND ACFT RETURNED TO THE GATE FOR MAINT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE FIRST ABORT WAS CAUSED BY A SLOW OPERATING WING ANTI-ICE VALVE AND AFTER RUNNING IT SEVERAL TIMES THE VALVE SPD IMPROVED. THE RPTR SAID A SECOND TKOF WAS ATTEMPTED BUT THIS TIME #1 ENG COWL ANTI-ICE FAIL LIGHT CAME ON. THE RPTR SAID THE TKOF WAS REJECTED AT 10 KTS AND THE ACFT WAS RETURNED TO THE GATE. THE RPTR STATED THE L ENG COWL ANTI-ICE VALVE WAS RENDERED INOP OPEN AND DEFERRED PER THE MEL.
