Narrative
I LANDED ON RWY 27L. SINCE THERE WERE NO OTHER ACFT WAITING TO LAND OR TKOF ON THIS RWY; I LET THE ACFT ROLL TO THE END; WITHOUT USING BRAKES. BECAUSE IT WAS DARK; AND I SELDOM USE RWY 27L (THE PREVAILING WINDS HERE ARE EASTERLY). I HAD TO SEARCH FOR THE YELLOW TXWY LINE AND THE RWY HOLD LINE. THE TWR HAD NOT YET SWITCHED ME TO GND CTL; SO I WAS ON THE TWR FREQ. BEFORE I REACHED THE HOLD LINE; WHICH IS ON THE EDGE OF TXWY G; I SAW A LIGHT IN MY PERIPHERAL VISION. I INSTINCTIVELY STAMPED ON THE BRAKES AND STOPPED. WE WERE GOING VERY SLOW; SO THAT WAS EASILY ACCOMPLISHED. THE BEECH COMMUTER TAXIED BY AT AN EXTREMELY HIGH RATE OF SPD; MISSING US BY ABOUT 4 FT. I CALLED GND CTL (WE WERE STILL TECHNICALLY ON THE RWY; BECAUSE I STILL HAD NOT CROSSED THE HOLD LINE) AND INFORMED THEM OF THE CONFLICT. WHEN I ASKED THEM WHY THE COMMUTER CUT ME OFF; THE CTLR SAID THAT THEY WERE ON THE WAY TO THEIR HANGAR (WHICH IS OFF THE END OF TXWY G). I MENTIONED THAT WE ALMOST HAD AN ACCIDENT AND THE CTLR DIDN'T COMMENT; HE JUST CLRED ME TO CUSTOMS. THE PROB AROSE BECAUSE THE HOLD LINE IS ON THE EDGE OF THE TXWY. CONTRIBUTING FACTORS WERE: GND CTL SHOULD NOT CLR ACFT TO TAXI WHEN THEY WILL CONFLICT WITH ACFT EXITING THE RWY. THERE MAY HAVE BEEN A LACK OF COORD BTWN TWR AND GND CTL. THE COMMUTER PLT COULD SEE ME EASILY; IT WAS A CLR NIGHT; I STILL HAD MY STROBE AND LNDG LIGHTS ON. THE PAX IN THE COPLT SEAT OF MY ACFT SAID THAT THE GULFSTREAM COMMUTER APPEARED TO PICK UP SPD. IF I HAD EXITED; WE WOULD HAVE BEEN HEAD TO HEAD ON THE TXWY. I SUSPECT THAT GND CTL CAUSED THIS CONFLICT. THIS WOULD HAVE BEEN PREVENTED IF THERE WERE LIGHTED SIGNS OR A LIGHTED LINE EXITING THE RWY AND MARKING THE HOLD LINE; SO THAT I WOULD HAVE MORE TIME TO SCAN. ALSO; THE TWR CTLR SHOULD HAND US OFF TO GND CTL. ALSO; THE COMMUTER PLT AND COPLT SHOULD USE BETTER JUDGEMENT.
