Synopsis

RWY INCURSION AT SEE; CA; DURING A RWY AND TAXI CLRNC CHANGE BY AN INSTRUCTOR PLT ON A TRAINING FLT.

Narrative

I TAXIED ONTO A RWY THAT HAD JUST BEEN ACTIVATED; BUT NO ACFT HAD YET LANDED; TAKEN OFF; OR COME IN CLOSE PROX IN EITHER MODE. I HAD TAXI CLRNC TO THAT RWY; BUT NOT TO ENTER. I HAD RECEIVED TWO TAXI CLRNCS TO THE SAME RWY. THE FIRST WAS UNUSUAL IN THAT (AS I RECALL) A TXWY WAS SPECIFIED. IN THE CASE OF RWY 17 THERE ARE TWO OPTIONS: TXWY A AND TXWY B WHICH PARALLEL RWY 17/35 ON EITHER SIDE. UNDER 'A CLRNC TO IS NOT A CLRNC ONTO' THE ONLY RTE IS OBVIOUS. A SECOND CLRNC WAS SUBSEQUENTLY ISSUED TO EXIT THE RAMP TO THE N AND TAXI VIA A SERIES OF 2 TXWYS. THE CTLR THEN PROCEEDED TO SORT OUT A CONFLICT BTWN ACFT ON AND ENTERING THE RAMP; NO LONGER ON THE MANEUVERING AREA. THE RESULTING CHATTER MADE SUPERVISING THE STUDENT WHO WAS TAXIING EXCEEDINGLY DIFFICULT. THE SECOND CLRNC EXACERBATED THAT PROB BY REQUIRING TWO 120 DEG TURNS; IN OPPOSITE DIRECTIONS; IN RAPID SUCCESSION AND IN CLOSE PROX TO WARNING LIGHTS PROTECTING A CELIOMETER. BY THE TIME WE ENTERED THE FIRST TXWY A CHANGE OF CTLR HAD OCCURRED AND DEBATES/NEGOTIATIONS WERE IN PROGRESS IN REGARD TO THE RWY CHANGE. IN AN ATTEMPT TO DEMONSTRATE I WAS BLOCKED FROM COMMUNICATING I MISSED THE TURN TO THE SECOND TXWY AND ENTERED RWY 17.
