Narrative
WE WERE COMING FROM MONTREAL WITH A PAX DROP-OFF AND CLRING OF CUSTOMS AT BED. THE CAPT PARKED THE ACFT IN FRONT OF THE DOOR AT THE FBO AND KEPT THE R ENG RUNNING. I MET THE CUSTOMS OFFICER AT THE DOOR OF THE ACFT. I HANDED HIM OUR PAPERWORK AND HE REQUESTED ALL PAX EXIT THE ACFT AND HE WOULD CLR THEM INSIDE THE FBO. I ESCORTED THE PAX INSIDE. IT TOOK ABOUT 10 MINS TO CLR CUSTOMS; WHEREBY I ESCORTED THE PAX BACK TO THE ACFT. AS I EXITED THE FBO; I NOTICED NO ONE WAS IN THE COCKPIT OF THE ACFT. THE ACFT WAS ABOUT 150 FT FROM THE FBO DOOR; R ENG WAS STILL RUNNING. IT TOOK ABOUT 1 MIN TO REACH THE ACFT ONLY TO DISCOVER THE CAPT WAS IN THE PAX CABIN CLEANING UP THE TRASH. HOW LONG HE HAD BEEN AWAY FROM THE COCKPIT IS UNKNOWN. THIS WAS A VERY DANGEROUS SIT WHICH COULD HAVE CAUSED SERIOUS HARM TO ACFT; PERSONNEL AND PROPERTY; NOT TO MENTION IT IS CONTRARY TO OUR OPS MANUAL AND THE FARS. OUR CHIEF PLT HAS MOVED JUNIOR PLTS TO CAPTS AND REDUCED SENIOR CAPTS TO FO'S. AS A SENIOR CAPT; I HAVE FOUND SOME OF THE PROMOTED CAPTS HAVE BECOME COCKY. OUR COMPANY IS ALSO GOING THROUGH POSSIBLE BANKRUPTCY ALONG WITH A CHIEF PLT WHO DOES NOT WANT INPUT FROM HIS SENIOR PEOPLE. IN 25 YRS WITH THIS COMPANY; I SEE A SERIOUS DECLINE IN SAFETY.
