DEPARTED PHX AREA. APPROX 3 MINS AFTER TKOF; FELT ACFT YAW. CHKED ENGS AND YAW DAMPER INDICATION. EVERYTHING NORMAL WHEN FIRST CHKED. APPROX 5 MINS LATER; FELT ANOTHER YAW -- THIS TIME MORE PRONOUNCED. #1 ENG N1 WAS SURGING 1-2%. I ASKED FO AND COMPANY JUMP SEATER IF THEY HAD FELT THE YAW. BOTH SAID YES. ENG SETTLED DOWN AND CONTINUED CLB TO FL210. ENG STARTED SURGING AGAIN 3-4% N1. AUTOTHROTTLES DISCONNECTED AND THRUST REDUCED. ADVISED CTR WE NEEDED TO RETURN TO PHX. WITH AUTOTHROTTLE OFF; ENG CONTINUED TO SURGE. QRH CONSULTED FOR ENG SURGE. I ASKED FO TO CALL MAINT AND DISPATCH FOR RETURN. JUMP SEATER WAS ASKED TO CONFER WITH FLT ATTENDANTS AND MAKE CABIN ANNOUNCEMENT. STARTED RETURN TO PHX AND AMBER CAUTION LIGHT FOR PWR MGMNT CTL (ENG #1) CAME ON; QRH WAS CONSULTED FOR THIS ALSO. ALL 3 CREW MEMBERS VERY BUSY WITH QRH; NORMAL CHKLIST AND RADIOS. ENG SURGE SETTLED DOWN WITH LOW ENG READINGS. JUMP SEATER WAS ASKED TO MONITOR ENG FOR N1 SURGES ON LNDG. NORMAL LNDG.
