AN A319 PIC SLOWS HIS ACFT TO NEAR APCH SPD WHILE 1.5 MI OUTSIDE THE LOM IN CONFLICT WITH APCH CTLR'S CLRNC FOR 170 KTS TO THE OM FOR RWY 16R AT SEA; WA.
Narrative
WX AT SEA RPTED WINDSHEAR +/-15 KTS ON FINAL. WINDS AT 3000 FT MSL CALM; WINDS BELOW 3000 FT MSL SW AT 30 KTS GUSTING TO 42 KTS. APCH CTL SPACING ACFT 2 1/2 - 3 1/2 MI ON FINAL. ON FINAL APCH; ATC REQUESTED WE MAINTAIN 170 KTS TO PARKK FAF. APPROX 1 1/2 PRIOR TO FAF; I BEGAN TO SLOW AND CONFIGURE FOR LNDG; SO AS TO BE STABILIZED IN SUFFICIENT TIME TO PREPARE FOR A VERY ROUGH RIDE TO TOUCHDOWN. WE ALSO HEARD RPTS OF ACFT GOING AROUND DUE TO THE GUSTING XWINDS. PRIOR TO FAF; ATC REQUESTED OUR SPD AND THE FO REPLIED WE WERE SLOWING TO FINAL APCH SPD. THE CTLR RUDELY INFORMED US THAT WE WERE TO MAINTAIN 170 KTS TO FAF AND THAT WE HAD TFC 3 MI BEHIND US AND HE NEEDED SPACING. I DID NOT APPRECIATE THE CTLR'S ATTITUDE; AND FEEL THAT IN THESE EXTREME WX CONDITIONS THEY SHOULD NOT BE STACKING ACFT SO CLOSE. ALSO; WITH WINDS THAT BAD; ACFT ARE GOING TO USE MORE RWY; AND 3 MI SPACING IS NOT GOING TO WORK. SUPPLEMENTAL INFO FROM ACN 495122; ATC REPLIED OUR CLRNC WAS TO MAINTAIN 170 KTS TO PARKK. I ROGERED THE CALL. WE WERE THEN SWITCHED TO TWR. THE RIDE WAS EXTREMELY ROUGH TO TOUCHDOWN. WE CLRED THE ACTIVE AND THE INNER; AND I LOOKED BACK AND THE ACFT FOLLOWING US WAS STILL 1 MI OUT.
