AS A CONCERNED PERSON AT JFK; I FEEL SAFETY WAS JEOPARDIZED FOR THE SAKE OF EFFICIENCY ON 12/SAT/00. WITH IMC WX AND WINDS OF 110 DEG AT 24 KTS; WE WERE FORCED TO LND AND DEPART RWY 4R AND L INSTEAD OF RWY 13L AND R BECAUSE THE 13 RWY SET UP CAUSES DELAYS AT TEB. TFC MGMNT AT NEW YORK WILL CONSTANTLY PLACE JFK ON RWY SET UPS THAT ARE NOT THE SAFEST AVAILABLE; FOR THE SAKE OF DELAYS. THE WIND DIRECTION AND SPEED ON 12/SAT/00 EXCEEDED THE MAX ALLOWABLE WIND FOR WET RWYS PER OUR RWY SELECTION CHART. THE ILS 13 IS ALWAYS THE VERY LAST RPT RWY SET UP; AND WE ARE BEING PLACED IN A SIT WHERE EVENTUALLY IF YOU PUSH THE SAFETY ENVELOPE IT WILL BREAK. TFC MGMNT WILL CONTINUE NOT TO USE THE ILS 13 AND WE WILL CONTINUE TO USE RWY'S NOT ALIGNED WITH THE WIND. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CALLBACK REVEALED THAT THE NEW YORK TRACON SETS THE RWY USE BASED ON NEEDS OF THE ARPTS IN THE AREA AND THE WIND CONDITIONS. THIS PARTICULAR DAY OF THE WEEK TEB; WHICH THE USE OF RWY 13 CAUSES THE MOST PROBS; USUALLY HAS LITTLE IFR TFC. THE RWY 13 ILS SHOULD HAVE BEEN USED BECAUSE OF THE WIND CONDITIONS AND THE INABILITY TO USE THE VOR RWY 13 BECAUSE OF THE LOW RPTED CEILINGS. THERE WERE NUMEROUS COMPLAINTS FROM FLIGHT CREWS ABOUT THE RWY SELECTION THAT RESULTED IN HIGH XWIND COMPONENTS.
