Narrative
I FLEW FROM HWO TO BCT VFR. THAT MORNING I PURCHASED A MIAMI SECTIONAL AND CALLED FSS (MIAMI). THE ARPT IS DEPICTED AS UNCTLED. AS I WAS ON 1 MI FINAL AND MAKING RADIO CALLS; I NOTICED A JET ON THE RWY FACING ME AND MOVING. I THEN PROCEEDED TO GAR AND AT THAT POINT SOMEONE ON THE UNICOM FREQ INFORMED ME TO CONTACT THE CTL TWR. WHEN I CONTACTED THE TWR I WAS INFORMED THAT THE AIRSPACE WAS NOW CLASS D (DELTA) AIRSPACE. I WAS THEN REDIRECTED AND CLRED TO LND. I WAS INSTRUCTED TO CALL THE TWR AND EXPLAINED THAT I DID NOT KNOW OF THE RECENT CHANGE FROM UNCTLED TO CTLED AIRSPACE AT BCT. IT WAS NOT DEPICTED ON ANY CHART; NOR WAS IT MADE KNOWN TO ME BY FSS. I WAS TOLD THAT THE JET ON THE RWY FACING ME WAS CLRED FOR TKOF AND THAT WE COULD HAVE COLLIDED IF I WASN'T SEEN. A BREAKDOWN IN COM ALMOST LED TO ANOTHER FATAL MID-AIR COLLISION AT BCT. MY CHARTS WERE CURRENT (PURCHASED THE DAY OF THE FLT); I CALLED FSS; AND FOLLOWED PROPER RULES ACCORDINGLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: TWO CHARTS WERE USED IN PREFLT: 1) THE MIAMI VFR TERMINAL AREA CHART DATED 8/10/00. AND 2) THE MIAMI SECTIONAL AERONAUTICAL CHART/67TH EDITION; DATED 8/10/00. THESE CHARTS SHOWED BCT AS BEING UNCTLED. PREFLT INCLUDED CALLING MIAMI 'FSS' AND ASKING FOR: 1) A WX BRIEFING. 2) PIREPS AND 3) NOTAMS-ENRTE FOR THE 20 MIN FLT. DURING THIS CONVERSATION WITH THE 'FSS' THERE WAS NO MENTION OF 'BCT' NOW BEING A CLASS 'D' ARPT. RPTR STATES; THE ACFT THAT WAS ON TKOF ROLL WAS A GULFSTREAM AND WAS TOLD TO ABORT THIS TKOF. RPTR ALSO MENTIONED TALKING TO BCT'S TWR CTLR; AT WHICH TIME REVEALED THE LACK OF INFO FROM MIA 'FSS' REGARDING 'BCT'S' NEW CLASSIFICATION. HIS REPLY WAS; FSS MAY HAVE POSSIBLY BEEN OVERLOADED. HE THEN STATED; HE WOULD MAKE A CALL TO THE 'FSS' AND REMIND THEM TO BE AWARE OF AND TO INCLUDE 'BCT'S NEW CLASSIFICATION WHEN PERTINENT.
