FLT CREW OF A DEHAVILLAND DASH 8-200 EXCEEDED THE WING FLAP SPEED DUE TO DELAYED RETRACTION DURING INITIAL CLIMB.
Narrative
AFTER TKOF; DURING CLBOUT; THE FO (PF) MADE THE STANDARD REQUEST TO RETRACT THE WING FLAPS; WHICH THE CAPT (PNF) FAILED TO ACCOMPLISH. AFTER SUBSEQUENT LEVELOFF; INDICATED AIRSPD ACCELERATED TO APPROX 210 KIAS; EXCEEDING THE MAX FLAP 5 DEGS EXTENDED SPD (VFE) OF 148 KIAS. THE FLAPS WERE NOT RETRACTED AT THE APPROPRIATE TIME BECAUSE THE CAPT FORGOT TO SELECT THEM TO THE UP POS IN THE MIDST OF CORRECTING HIS RADIO XMISSION ERROR WITH ATC. WHILE THE CAPT HAD HIS HEAD DOWN IN THE FLT DECK TROUBLESHOOTING THE COM PROB; THE FO (PF) WAS FLYING A L CLBING TURN WITH HIS ATTN CONCENTRATED ON LOOKING FOR OTHER AIR TFC AND THEREFORE WAS UNABLE TO CONFIRM THAT THE CAPT HAD COMPLETED HIS SPECIFIC DUTIES. AFTER THE COM DISTR WAS RESOLVED. THE CAPT FAILED TO FOLLOW STANDARD CHKLIST PROC OUTLINES IN THE COMPANY FLT MANUAL TO VERIFY THAT ALL THE CLB CHK MEMORY ITEMS HAD BEEN ACCOMPLISHED. ADDITIONALLY; THE CAPT FAILED AS PIC TO FULFILL THE '...RESPONSIBILITY THAT ALL ITEMS HAVE BEEN PROPERLY COMPLETED IN ACCORD WITH THIS MANUAL WHEN A CHKLIST IS COMPLETE.' LOOKING FORWARD; THIS SIT CAN BE AVOIDED BY THE CAPT'S (PNF'S) PROPER ADHERENCE TO CHKLIST USE; COMPANY PROC; AND STANDARDIZATION.
