A B737-300 AFTER PUSHBACK WITH ENGS RUNNING; #2 ENG SHUTDOWN WITH NO RESTART. TAXIED BACK TO GATE WHERE MAINT FOUND A WIRE BUNDLE ON THE RIGHT WING TRAILING EDGE DAMAGED.

Narrative

FLT FROM ZZZ TO ABC ACFT #XYZ; HAD A RIGHT OUTBOARD LNDG LIGHT OUT. I FOUND THE LIGHT OUTBOARD LNDG LIGHT CB POPPED OUT. TRIED TO RESET ONCE AND IT DID NOT STAY IN. NOTIFIED MAINT OF THE SIT; MAINT TRIED TO RESET AND WAS UNABLE TO. THE OUTBOARD LNDG LIGHT WAS MEL. WE HAD A RAMP WORKER INFORM ONE OF OUR MAINT MEN THAT HE HAD SEEN SPARKS COMING FROM THE AREA OF THE OUTBOARD LNDG LIGHT. I BELIEVE THIS HAPPENED WHEN THE CB WAS BEING RESET. ALSO WE HAD A PROB USING THE B AUTOPLT SIDE THAT WAS ALSO MEL. AFTER ALL OF THE PAPERWORK WAS FINISHED; WE HAD PUSHED OFF THE GATE AND STARTED THE #1 ENG SUCCESSFULLY; #2 ENG SUCCESSFULLY STARTED (MEANING STARTER CUTOUT AND ROLL BACK ON BOTH ENGS). I CLRED THE PUSHBACK CREW OFF AND NOTICED #2 ENG HAD SHUT COMPLETELY DOWN ON ITS OWN. CALLED MAINT OUT TO THE ACFT AND STATED WHAT HAD HAPPENED. WE TRIED TO TROUBLESHOOT THE PROB WITH NO SUCCESS. TAXIED BACK TO THE GATE AND MAINT TOOK A LOOK AT #2 ENG AND NOTICED THAT THE FUEL VALVE WAS SHUT CLOSED 'DUE TO THE WIRING BEING CUT BY THE TORQUE TUBE;' A CLAMP HAD COME A LOOSE; WHICH CAUSED THE WIRING HARNESS TO DROOP DOWN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED MAINT WAS CALLED TO THE COCKPIT TO CHK THE RIGHT OUTBOARD LNDG LIGHT CB WHICH WOULD NOT RESET. THE RPTR SAID THE TECHNICIAN ATTEMPTED TO RESET THE CB BUT THE BREAKER WOULD NOT RESET. THE RPTR SAID WHEN THE TECHNICIAN WAS LEAVING THE ACFT THE RPTR OVERHEARD A RAMP SERVICE MAN RPT TO HIM ABOUT SOME ELECTRICAL SPARKING THAT OCCURRED. THE RPTR BELIEVED THE MAINT TECHNICIAN WOULD FOLLOW UP ON THE SPARKING RPT; BUT HE CAME BACK AND MADE A DEFERRAL ON THE RIGHT OUTBOARD LNDG LIGHT AND COLLARED THE BREAKER. THE RPTR SAID AFTER PUSHBACK WITH BOTH ENGS RUNNING; THE #2 ENG SPOOLED DOWN AND WOULD NOT RESTART. THE RPTR STATED THE ACFT WAS TAXIED BACK TO THE GATE WHERE IT WAS DISCOVERED THE R ENG FUEL SHUTOFF VALVE WAS CLOSED. THE RPTR SAID MAINT FOUND THE WIRE BUNDLE CARRYING THE OUTBOARD LNDG LIGHT WIRING; ENG FUEL SHUTOFF WIRING AND OTHER SYS WIRING DAMAGED BY THE TRAILING EDGE FLAP TORQUE TUBE. THE RPTR STATED A WIRE BUNDLE CLAMP HAD BROKEN; ALLOWING THE BUNDLE TO INTERFERE WITH THE ROTATING FLAP TORQUE TUBE; CUTTING SOME WIRES IN THE BUNDLE.
