A B767-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE WRONG ENG PNEUMATIC BLEED VALVE RENDERED INOP IN CONFLICT WITH THE MEL.
Narrative
INBOUND ACFT WAS WRITTEN UP FOR R ENG HIGH PRESSURE SHUTOFF VALVE EICAS MESSAGE. MAINT SIGNED OFF PLACARDING WITH MEL 36-02B. NO MENTION WAS MADE TO US THAT R ENG BLEED WOULD NOT BE AVAILABLE; AND IN FACT MAINT LEFT R ENG BLEED AIR SWITCH ON. UPON ENG START AND TAXI OUT; R ENG BLEED-OFF LIGHT ILLUMINATED AND STAYED LIT REGARDLESS OF SWITCH POS. WE CONFERRED WITH ZZZ MAINT VIA RADIO AND THEY STATED THAT THIS WAS NORMAL WITH THIS MEL AND TO LEAVE THE SWITCH OFF. DURING FLT; AN IN-DEPTH REVIEW OF THE MEL AND OPERATING MANUAL LED ME TO BELIEVE THAT MAINT SECURED THE PRESSURE REGULATING VALVE AS OPPOSED TO THE HIGH PRESSURE SHUTOFF VALVE. IF THIS IN FACT WAS THE CASE; THIS WOULD HAVE CAUSED SEVERAL MORE OPERATIONAL RESTRS. IF THE MEL WAS APPROPRIATELY COMPLIED WITH; THEN OUR MEL NEEDS TO BE CHANGED TO INDICATE TO THE CREW THAT THIS IS INDEED A 1-PACK OP. (IE; 36-01 AND -03 DISCUSS FL350 LIMITATION; ETC.) XXX MAINT WAS BRIEFED UPON ARR REGARDING OUR CONCERNS AND THEY SAID THIS WOULD BE REVIEWED DURING THE 'B' CHK TO BE DONE.
