B737-200 FO ALLOWED ACFT TO CLB ABOVE THEIR INTERMEDIATE ALT DURING A SID DEP DUE TO TFC WATCH DISTR.

Narrative

ON DEP FROM ONT; PRADO 5; DEP CTL CLRED OUR FLT TO 7000 FT UNRESTR. DURING CLB; CTLR BEGAN CALLING TFC AT OUR 9-10 O'CLOCK POS. AREA WX INCLUDED SCATTERED CLOUDS WITH 10 MI VISIBILITY. CAPT WAS UNABLE TO MAKE VISUAL CONTACT WITH TFC. AS I LEVELED AT 7000 FT; CTLR AGAIN CALLED TFC AT 11-12 O'CLOCK POS. BOTH THE CAPT AND I BEGAN LOOKING FOR TFC. DURING THIS TIME THE ALT ALERT HORN SOUNDED. I HAD ALLOWED THE ACFT TO CLB 300 FT. I CORRECTED FOR DEV TO 7000 FT. AT THIS POINT; WE HAD ESTABLISHED VISUAL WITH TFC AND DEP CLRED OUR FLT TO HIGHER ALT; 11000 FT. NO CONFLICT AROSE FROM DEV AND CTLR DID NOT MENTION DEV. I HAD COMMUTED IN PREVIOUS DAY WITH MINIMUM REST. HOWEVER; I WAS NOT FULLY RESTED. OUR FLEET IS A MIX OF B737-300 AND B737-200. FURTHER NONSTANDARD ITEMS INCLUDE SOME 300'S WITH ANALOG INSTS VERSUS EFIS AND 200'S SOME WITH AUTOTHROTTLES VERSUS MANUAL THROTTLES. THIS PARTICULAR FLT WAS A B737-200 WITH MANUAL THROTTLES. WITH THIS SIT; I SHOULD HAVE USED THE AUTOPLT TO HELP MANAGE THE FLT MORE EFFICIENTLY AND ALLOW ME TO ALSO HELP MONITOR OTHER TFC AND STAR PROC. FURTHER ITEM TO NOTE WAS OUR WILLINGNESS TO ACQUIRE VISUAL WITH OTHER ACFT SO AS TO EXPEDITE OUR CLB.
