PA28 INST RATED PVT PLT RETURNED TO LAND DURING INITIAL CLB DUE TO ENCOUNTERING AN UNFORECASTED LOWER CEILING AND ICING CONDITIONS. THE RPTR CAUSED APCH CTLR SEPARATION PROB WHEN HE INADVERTENTLY TURNED THE WRONG WAY WHEN GIVEN A VECTOR HDG FOR RETURNING TO THE ARPT.
Narrative
AFTER RECEIVING A STANDARD WX BRIEFING WITH 2 UPDATES XA00; XB00; AND XB15; I FILED IFR FROM LAN DIRECT U12; XC00 DEP. CONDITIONS WERE VFR AND ALL TAF'S WERE CALLING FOR VFR UNTIL XK00. UNFORTUNATELY; AT XB00 PRIOR TO DEP WAS 4700 FT BROKEN AND 5 MI. DURING CLB I ENCOUNTERED IMC AT 900 FT AND IMMEDIATELY CONTACTED THE TWR TO RETURN TO THE ARPT IMMEDIATELY. I THEN HEARD ANOTHER CHEROKEE PLT WHO DEPARTED JUST BEFORE ME CALL IN TO RPT SEVERE ICING AND SPATIAL DISORIENTATION. THE CTLR ISSUED ME A HDG TO TURN TO AND I TURNED IN THE OPPOSITE DIRECTION WHICH TOOK ME OVER THE ARPT. AT THIS TIME A THIRD PLANE DECLARED AN EMER DUE TO ICING AND WAS INBOUND TO LAN. I WAS ALSO ICING (LIGHT AND CLR) AS THE CTLR VECTORED ME OUT TO THE N AND UP TO MSA. MY ILS NEEDLES NEVER MOVED AFTER THE FIRST APCH ATTEMPT AND I FLEW THROUGH THE LOC. I PUT THE LOC FREQ IN MY #2 VOR AND UPON CLRNC FOR MY SECOND APCH BASICALLY FLEW THE LOC AND MDA'S FROM THE OM INTO AN UNEVENTFUL LNDG ON RWY 28L. THE WX OCCURRENCE WAS NOT FORECAST AND I BELIEVE ONLY LASTED FOR A SHORT TIME. MY PERSONAL MINIMUMS ARE 2000 FT AND 5 MI. MY OVERFLT OF RWY 28 CAUSED GREAT PROBS FOR THE CTLR AND HE TOLD ME THAT. ALL 3 PLTS WITH PROBS LANDED UNEVENTFULLY. MY ILS ANTENNAS HAD 2 INCHES OF ICE AND WORKED NORMALLY ICE FREE.
