ACR MLG FO FAILED TO MAKE XING RESTR DURING DSCNT DUE TO THE FO'S MISUNDERSTANDING OF THE XING LOCATION.
Narrative
I WAS THE PNF AS WE STARTED OUR DSCNT TO PIT. I ACKNOWLEDGED THE CLRNC AND WATCHED AS THE FO DIALED IN FL190 IN THE ALT ALERTER AND VERBALLY REPEATED THE ALT. I POINTED AT THE ALT AND VERBALLY REPEATED 'FL190 ARMED' AS PER OUR COMPANY SOP. (OUR CLRNC WAS TO CROSS 10 MI W OF CTW AT FL190.) AT THAT POINT; I NOTICED WE WERE 35 NM W AND DSNDING THROUGH FL240. I WATCHED AS THE FO AT FIRST REDUCED OUR RATE OF DSCNT AND THEN INCREASED IT AGAIN. SATISFIED THAT WE WERE ON OUR WAY TO MAKE THE RESTR; I BUSIED MYSELF WITH SETTING THE 'FLIP CHART' TO OUR LNDG WT. WE THEN GOT A FREQ CHANGE AND WHEN CHKING ON WITH THE NEW CTLR; I NOTICED THAT WE WERE PASSING FL220 AT 13 DME W OF CTW. I BROUGHT THIS TO THE ATTN OF THE FO; BUT BY THEN IT WAS TOO LATE TO MAKE THE RESTR. THE FO HEARD THE RESTR AS BEING 10 DME E OF CTW AND HAD SHALLOWED OUR DSCNT. CONTRIBUTING FACTORS WERE FATIGUE FOR BOTH OF US AS THIS WAS (TOWARD THE END OF) A 3 DAY TRIP; AND I WAS FEELING ESPECIALLY SICK AS (THE FEELING OF BEING SICK) I WAS COMING ON AND WAS ACTUALLY CONTEMPLATING CALLING IN SICK WHEN WE PASSED THROUGH A CREW BASE EARLIER IN THE DAY. INSTEAD; I TOOK SOME SUDAFED AND 'PRESSED ON' AS WE ONLY HAD 2 MORE LEGS.
