I AM FO/PF ON VISUAL APCH; 3 MI BEHIND COMPANY MD80 FOR RWY 27R ORD. ON LNDG ROLLOUT; CAPT HAD NOT EVEN MADE THE 100 KT CALLOUT WHEN TWR LCL CTLR STARTED GIVING US TAXI INSTRUCTIONS TO CLR THE RWY. HE HAD OPPOSITE DIRECTION TFC ON TXWY H; HOLDING SHORT OF TXWY C; AND HE WANTED TO HAVE US MAKE HIGH SPD; L ON TO TXWY H; TXWY P; TXWY A; TO THE GATE. AS WE HAD NOT REACHED TAXI SPD; AND AS COMPANY OPERATING PRACTICES VERY SPECIFICALLY PROHIBIT US FROM RESPONDING TO TAXI INSTRUCTIONS PRIOR TO REACHING TAXI SPD; WE DID; IN A MUCH MORE ANIMATED AND OBVIOUSLY EXASPERATED TONE OF VOICE; REPEAT THE CLRNC. BY THIS TIME WE HAD REACHED APPROX 60 KTS AND DECIDED TO RESPOND EVEN THOUGH FRANKLY WE SHOULD HAVE SLOWED EVEN FURTHER. THE CTLR'S ATTITUDE IS OUT OF LINE CONSIDERING ATP 7110.65 (ATC MANUAL) VERY SPECIFICALLY PROHIBITS THE CTLR FROM CONTACTING A LNDG ACFT UNTIL THE ACFT HAS REACHED TAXI SPD. BUT THE PROB IS THAT THIS IS ORD AND THE RULES APPARENTLY ARE DIFFERENT HERE. I PERSONALLY DO NOT FEEL COMFORTABLE OR SAFE RESPONDING TO ATC INSTRUCTIONS ON ROLLOUT PRIOR TO TAXI SPD; AND I ESPECIALLY DO NOT FEEL COMFORTABLE NOR WILL I VIOLATE THE PROVISIONS OF COMPANY OPS FOR ATC OR ANYONE. BUT ATC AT ORD NEEDS TO BE BROUGHT UP TO SPD REF COMPANY PROCS AND THEY VERY SPECIFICALLY NEED TO BE REMINDED OF THE PROVISIONS OF 7110.65.
