A DEPARTING VFR C150 HAS AN NMAC WITH AN ARRIVING VFR HS125 4 MI NE OF GNV; FL.

Narrative

I DEPARTED GNV WITH A STUDENT IN MY C150. WE REQUESTED A STRAIGHT OUT DEP NEBOUND. ON CLBOUT THROUGH 1000 FT; I HEARD A HAWKER 'XY' CALL IN 10 MI E FOR LNDG. GNV TWR REQUESTED THAT THEY RPT 3 MI ON FINAL FOR RWY 28. THROUGH 1700 FT WE SAW AN HS125-700 DSNDING TOWARDS US AT 12 O'CLOCK POS. HE WAS 500 FT OR LESS ABOVE US AT 1/4 MI RANGE. I TOLD THE STUDENT TO STOP HER CLB AND ALTER COURSE TO THE R. AT THIS TIME; GNV TWR ADVISED THE JET THAT HE THOUGHT WE MAY BE A CONFLICT; ESTIMATED OUR ALT TO BE 1500 FT JUST TO THE R OF HIS POS. I ASKED THE HAWKER IF HE HAD US ON TCASII. HE SAID HE WAS CLBING IN AN ESCAPE MANEUVER (RA). HE WAS VERY RUDE IN HIS RADIO COMS. WE ADVISED HIM THAT WE WERE EXACTLY WHERE WE SHOULD HAVE BEEN; AS WE WERE APPROVED FOR A STRAIGHT OUT DEP. HE WAS NOT SLOWED DOWN IN THE TERMINAL AREA; NO FLAPS OR GEAR OUT. I SAW ON MY GPS THAT WE WERE 3-5 DME FROM GNV. THIS 'HOT DOGGING' AND ARROGANT ATTITUDE IS DANGEROUS. HAD HE BEEN WHERE HE WAS TOLD TO BE; NO CONFLICT WOULD HAVE HAPPENED. ADDITIONALLY; HAD THEIR CREW BEEN VIGILANT MONITORING THEIR TCASII AND VISUAL CUES; THEY WOULD NOT HAVE BEEN SO 'SURPRISED' AS TO OUR PRESENCE. WE HAD MODE C OPERATING AND A LNDG LIGHT ON. I SAW NO FORWARD LIGHTING ON THEIR ACFT AS IT PASSED 200 FT OVER OURS. THE PLT OF THE HAWKER CONTINUED A VERY UNPROFESSIONAL VERBAL SPARRING MATCH ALL THE WAY TO THE GND. GNV HAS ACR TFC; CPR TFC; FLT TRAINING; AND NO RADAR.
