Synopsis

AEROSPATIALE AS350 HELI PLT EXPERIENCED STICKING RUDDER PEDALS DURING APCH AND LNDG AFTER A SIGHTSEEING TOUR FLT. PLT REQUESTED CLRNC FROM THE TWR CTLR TO USE A RWY FOR A RUNNING LNDG WHICH TURNED OUT SUCCESSFUL.

Narrative

WHILE ON A TOUR ON THE ISLAND OF KAUAI; PLT EXPERIENCED PEDALS STICKING. HE RETURNED TO LIH ARPT AND REQUESTED A RWY FOR A RUN-ON LNDG. HE MADE 2 GARS TO GET THE WING AT THE R ANGLE; THEN LANDED WITHOUT INCIDENT OR ANY DAMAGE TO ACFT OR 6 PAX. ON THE MORNING OF FEB/XA/01; I CALLED OPS INSPECTOR OF THE HNL FSDO FAA; OUR POI. I RELAYED THE INCIDENT TO HIM; TOLD HIM THAT OUR A&P FILED AN FAA FORM 8010-4 'MALFUNCTION OR DEFECT RPT' AND ASKED IF THERE WAS ANYTHING ELSE I NEEDED TO DO OR RPT. HE SAID 'NO' IT WAS A PRECAUTIONARY; NOTHING ELSE WOULD BE NEEDED. ON MAR/XD/01; WHEN I WAS REVIEWING THE FARS; I NOTICED IN THE NTSB 830 THAT SECTION 830.5 THAT I MAY HAVE BEEN REQUIRED TO NOTIFY NTSB DIRECTLY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE ACFT INVOLVED IS AN AEROSPATIALE; AS350-BA; BOUGHT BRAND NEW BY HIS COMPANY. THE ACFT HAD APPROX 5500 HRS WHEN THE RUDDER PEDALS STUCK DURING THIS INCIDENT. MAINT CHANGED OUT THE YAW CTL CABLE WHICH ELIMINATED THE PROB. THERE WAS NOTHING OBVIOUSLY WRONG WITH THE OLD ORIGINAL CABLE. HOWEVER; THE NEW CABLE HAS APPROX 700 HRS NOW WITH NO TROUBLE. RPTR AGAIN DISCUSSED THIS INCIDENT WITH HSI POI AND WAS TOLD THAT HE HAS RPTED PROPERLY AND IF ANY ADDITIONAL INFO IS NEEDED; THE FAA OR NTSB WOULD REQUEST IT.
