A319-100 CREW WAS CLRED TO EXIT RWY 25L ON TXWY M. AN ACFT ALREADY HOLDING ON TXWY M PREVENTED THE ACFT FROM CLRING RWY 25L COMPLETELY.

Narrative

PROB CAUSED BY ATC CAPACITY ENHANCEMENT PROGRAM. LNDED RWY 25L AT LAX BEHIND AN ACR MD-80. TWR INSTRUCTED US TO VACATE RWY AT TXWY 'M'. MD-80 WAS ALSO ON TXWY 'M'. TXWY IS NOT BIG ENOUGH FOR BOTH ACFT. PULLED AS CLOSE TO MD-80 AS SAFELY POSSIBLE HOWEVER HALF OF OUR ACFT WAS STILL OVER THE HOLD LINE ON THE ACTIVE RWY. ADVISED TWR WE WERE STILL ON THE RWY. TWR TOLD AN ACR B-777 TO GAR. TWR THEN CLRED THE MD-80 AND US TO CROSS RWY 25R. GND ASKING TO CALL SUPERVISOR FOR POSSIBLE PLT DEVIATION. TALKED TO TWR REPRESENTATIVE. HE ADVISED LAX HAS A PROB TO PUT TWO ACFT IN THE SPACE BTWN THE TWO RWYS AND IT SHOULD HOLD TWO MD-80 SIZE ACFT. I ADVISED HIM I HAD PULLED UP AS CLOSE AS I COULD SAFELY; WITH THE MD-80 JET BLAST POSING A HAZARD AND WAS STILL OVER THE HOLD LINE AND THAT THE TXWY CAN NOT HOLD 2 ACFT SAFELY. I BELIEVE ATC WAS TOTALLY UNAWARE OF OUR POS ON THE RWY AND HAD WE NOT ADVISED THEM THAT WE COULDN'T MOVE FURTHER UP; THE B-777 ACFT WOULD HAVE LNDED CAUSING A RWY INCURSION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CREW HAD PLANNED THE TURNOFF ON TXWY N; BECAUSE OF AN ACFT HOLDING ON TXWY M. TWR DIRECTED AN EXIT ON TXWY M. THE CREW FOUND INSUFFICIENT ROOM TO CLR THE RWY ON TXWY M. THE CAPT INFORMED THE TWR THEY WERE UNABLE TO CLR AT M. A LNDG B-777 ACFT WAS GIVEN A GAR BECAUSE RWY 25L WAS NOT CLR. THE TWR LCL CTLR THEN THREATENED THE CREW WITH PUNITIVE ACTION BECAUSE OF THE FAILURE TO CLR RWY 25L. ON CONTACT WITH THE TWR MGMNT BY PHONE; THEY STATED THAT THERE WAS SUPPOSED TO BE ROOM ENOUGH FOR TWO ACFT TO HOLD ON THE HIGH SPEED TURNOFFS. THE CAPT STATED HE WAS AS CLOSE TO THE MD-80 AS IT WAS PRUDENT TO GET WITHOUT SUSTAINING BLAST DAMAGE. HE THOUGHT THAT THE TWR POLICY OF TRYING TO HOLD TWO ACFT ON THE HIGH SPEED TURNOFFS SHOULD BE DISCONTINUED.
