A CPR CREW OF A C560 TAXIED TO THE ACTIVE RWY HOLD LINE WITHOUT ASKING FOR TAXI CLRNC AT BOI; ID.

Narrative

DURING TAXI FROM HANGAR TO THE ACTIVE RWY; WE ENTERED AND TAXIED WITHOUT A TAXI CLRNC. ENGS HAD BEEN STARTED AND THE AFTER START CHKLIST COMPLETED. FO LISTENED TO AND POSTED THE ATIS AND RECEIVED CLRNC FROM CLRNC DELIVERY. CAPT WAS PROGRAMMING THE FMS AS PER OUR SOP'S. I ASKED THE FO IF WE WERE GOING TO RWY 10R AND HE AFFIRMED RWY 10R. THIS WAS POOR COM ON MY PART. I SHOULD HAVE ASKED IF WE WERE CLRED TO RWY 10R. WE CLRED BOTH WINGTIPS AND I BEGAN TO TAXI TO THE ACTIVE RWY AND CALLED FOR THE TAXI/BEFORE TKOF CHKLIST. IT IS A RELATIVELY SHORT DISTANCE FROM THE HANGAR TO RWY 10R WITH THE FIRST 1/2 OF THE DISTANCE ON AN UNCTLED RAMP AREA. WE WERE BOTH VERY BUSY COMPLETING CHKLISTS AND ENTERED THE CTLED TXWY WITHOUT A GND TAXI CLRNC. UPON REACHING THE RWY 10R HOLD LINE AND COMPLETING OUR CHKLIST FOR TKOF; WE DISCOVERED WE WERE STILL ON CLRNC DELIVERY FREQ. NO OTHER ACFT WERE INVOLVED. THE CREW DEBRIEFED AFTER THE FLT AND WE BELIEVE MORE PRECISE COM BTWN CREW MEMBERS WOULD NOT HAVE ALLOWED THIS EVENT TO HAVE HAPPENED. SUPPLEMENTAL INFO FROM ACN 504328: AFTER RECEIVING ATIS; I SECURED A CLRNC FROM DELIVERY. AFTER READBACK; I CALLED 'CLR' ON MY SIDE OF ACFT AND THE CAPT ASKED 'RWY 10R?' TO WHICH I REPLIED 'AFFIRMATIVE; RWY 10.' THE CAPT STARTED TAXIING TOWARD THE CTLED SURFACE AREA TO TXWY K. I ANNOUNCED MY HEAD WAS DOWN AND STARTED PROGRAMMING V-SPDS; TCASII; WHILE STARTING CHKLISTS; AS THIS TAXI WAS A SHORT ONE TO THE RWY IN USE. WE WERE BOTH SURPRISED TO GET A CALL FROM CLRNC DELIVERY ASKING IF WE HAD TALKED TO GND CTL. WE RECEIVED SUBSEQUENT CLRNC FOR FURTHER TAXI AND TKOF WHICH WAS UNEVENTFUL. WHEN HE ASKED 'RWY 10R?' AND I AFFIRMED; HE THOUGHT I MEANT WE WERE CLRED TO RWY 10R. I WAS SIMPLY STATING RWY IN USE. I SHOULD HAVE CLARIFIED HIS POORLY STATED QUESTION. ALSO; OUR HASTE TO COMPLETE OUR PRE TKOF CHKS AND SETUPS HELPED TO CAUSE A SERIOUS OMISSION. FAILURE TO SECURE A TAXI CLRNC.
