Narrative
THE LEAR LANDED AND WAS ROLLING OUT. THE B350 WAS PUT IN POS FOR TKOF. THE LEAR APPEARED TO BE TAXIING OFF THE RWY. THE B350 WAS CLRED FOR TKOF. AFTER CLRING A JETSTAR TO LAND; I LOOKED BACK ON THE RWY AND SAW THE LEAR HAD TURNED BACK ONTO THE RWY AND WAS TAXIING TO THE NEXT EXIT POINT. I LOOKED AT THE B350 AND HE HAD ROTATED ALREADY. I TOLD THE B350 TO OFFSET TO THE R AND HE DID. THE ACFT NEVER GOT WITHIN 5000 FT OF EACH OTHER. SUPPLEMENTAL INFO FROM ACN 505301: PHX ARPT LANDS ON RWY 7R AND DEPARTS ACFT ON RWY 7L DURING E TFC FLOW. A KING AIR TAXIED OUT FOR DEP FROM AN FBO LOCATED S OF RWY 7R. ARRS WERE LNDG RWY 7R. THE TWR LCL CTLR CLRED A LEARJET TO LAND ON RWY 7R. AFTER THE LEARJET CROSSED RWY 7R THRESHOLD; THE CTLR INSTRUCTED THE KING AIR TO TAXI INTO POS AND HOLD ONTO RWY 7R. AS THIS HAPPENED; ANOTHER CTLR CAME TO THE HDOF POS TO GIVE ME A BREAK. I BEGAN TO BRIEF THE CTLR RELIEVING ME AND NOTICED THE KING AIR WAS BEGINNING DEP ROLL AND THE LEARJET WAS STILL ROLLING OUT ON RWY 7R. AFTER LISTENING TO THE TAPES; IT APPEARED THAT THE TWR LCL CTLR HAD FORGOT ABOUT THE LNDG LEARJET AND CLRED THE KING AIR FOR TKOF. THIS COULD HAVE BEEN AVOIDED IF THE KING AIR DEP HAD BEEN INSTRUCTED TO CROSS RWY 7R AND CLRED FOR TKOF ON RWY 7L.
