Narrative
WE WERE CLRED FROM JFK TO CHO VIA KENNEDY EIGHT DEP/BREEZY POINT CLIMB; RADAR VECTORS TO ROBBINSVILLE VOR. PRIOR TO DEP; I READ THE TEXT PORTION OF THE DEP. I THEN HANDED THE DEP PLATE TO THE PLT FLYING; HE SAID HE UNDERSTOOD IT. AT THE CRI VOR I WAS EXPECTING TO RECEIVE RADAR VECTORS TO ROBBINSVILLE. AS WE PASSED CRI; WE DIDN'T RECEIVE RADAR VECTORS. WHEN WE DID NOT RECEIVE RADAR VECTORS; I STARTED TO REVIEW THE APCH PLATE; THINKING WE HAD EXCEEDED OUR CLRNC LIMIT. AT THIS POINT; THE CTLR ASK US WHERE WE WERE GOING AND GAVE US A LEFT HAND TURN TO A HEADING OF APPROX 220 DEGS. I BELIEVE THE FOLLOWING FACTORS CONTRIBUTED TO MY ERROR: 1) IN THE COMMERCIAL CHART PLATES; THE PLATE IS FOLDED IN SUCH A WAY THAT GRAPHIC IS NOT VISIBLE. INITIALLY; I ONLY READ THE TEXT. WHEN I READ THE TEXT IN CONJUNCTION WITH VIEWING THE GRAPHIC; MY ERROR WAS APPARENT. THE PRIMARY FACTOR IN THIS INCIDENT WAS NOT UTILIZING THE RESOURCES AVAILABLE TO ME. 2) THE PLT FLYING HAD A DIFFERENT INTERPRETATION OF THE DEP THAN I DID. WE DID NOT DISCUSS THE PROCEDURE TO ENSURE THAT WE BOTH INTERPRETED THE PROC CORRECTLY. 3) I WAS TALKING TO PLT FLYING THROUGH THE PROC WHILE WE WERE FLYING; THEREFORE HE WAS FLYING THE PROCEDURE PER MY INSTRUCTIONS; WHICH WERE INCORRECT.
