ON A NIGHT OP; A B737 FLC LANDS ON THE WRONG RWY; A SHORTER THAN REQUIRED GA RWY AT PHL; PA.

Narrative

WX: SCATTERED CLOUDS; 10 MI VISIBILITY. CAPT WAS THE PF FOR THE LEG. WE HAD BRIEFED THE APCH; HAD FINISHED ALL DSCNT CHKS; AND THE APPROPRIATE ITEMS OF THE BEFORE LNDG CHKLIST. WE HAD RECEIVED SEVERAL VECTORS/DSCNTS FROM PHL APCH AND WERE ABOUT 10 MI TO THE SE OF THE FIELD; WHEN GIVEN A HDG 290 DEGS AND ASKED TO RPT FIELD IN SIGHT. IN THE TURN; CAPT SAID HE HAD FIELD IN SIGHT; AND WE CONTINUED TO ASSIGNED HDG. APCH THEN CLRED US FOR 'VISUAL APCH RWY 27R; CONTACT TWR.' TFC AHEAD OF US HAD ALSO BEEN CLRED FOR VISUAL APCHS. AFTER SETTING TWR AND GND FREQS; I SAW FULL SCALE LOC DEFLECTION; AND CAPT AND I DISCUSSED THAT IT APPEARED LOC WAS OTS. NAV DISPLAY SHOWED ACFT ON COURSE AND HDG FOR RWY 27R. I CONFIRMED VISUAL LINE-UP BY NOTING RWY/APCH LIGHTS FOR A RWY STRAIGHT AHEAD AND ANOTHER AHEAD AND TO THE L (WHICH I ASSUMED WAS RWY 27L. AFTER LNDG; WE REALIZED THAT WE HAD MISIDENTED RWY 26 AND RWY 27R. SUPPLEMENTAL INFO FROM ACN 506637: BRIEFED APCH BEFORE DSCNT. APCH CALLED FIELD LOCATION AND ASKED US TO RPT IN SIGHT. DID NOT SEE ANY LOC GUIDANCE WHILE MANEUVERING; CLRING AND CHANGING RADIOS. LOC SEEMED TO NOT BE WORKING.
